Man ska l&amp;auml;mna sjukf&amp;ouml;rs&amp;auml;kringen n&amp;auml;r man har tillr&amp;auml;cklig arbetsf&amp;ouml;rm&amp;aring;ga, inte p&amp;aring; grund av att ett visst antal dagar har f&amp;ouml;rflutit. Vidare vill vi &amp;auml;ndra arbetsf&amp;ouml;rm&amp;aring;gepr&amp;ouml;vningen vid 180 dagar precis s&amp;aring; som riksdagen har beslutat b&amp;ouml;r g&amp;ouml;ras men som regeringen underl&amp;aring;ter att genomf&amp;ouml;ra.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;V&amp;auml;nsterpartiet accepterar inte regeringen syn att &amp;aring;terg&amp;aring;ng till arbete p&amp;aring;skyndas om man s&amp;auml;nker sjuka m&amp;auml;nniskors ers&amp;auml;ttning och vi h&amp;ouml;jer d&amp;auml;rf&amp;ouml;r sjukpenningen s&amp;aring; att den &amp;auml;r 80 procent &amp;auml;ven efter ett &amp;aring;rs sjukskrivning. Vi h&amp;ouml;jer &amp;auml;ven sjukpenningniv&amp;aring;n genom att avskaffa den ber&amp;auml;kningsgrund som i dag inneb&amp;auml;r att inte hela den sjukpenninggrundande inkomsten tas med n&amp;auml;r sjukpenningens storlek fastst&amp;auml;lls. Sjukf&amp;ouml;rs&amp;auml;kringens tak h&amp;ouml;js till 8 prisbasbelopp 2012 och sedan till 9 prisbasbelopp 2014.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;F&amp;ouml;r personer med sjuk- och aktivitetsers&amp;auml;ttning h&amp;ouml;jer vi bostadstill&amp;auml;gget med 170 kronor i m&amp;aring;naden och ers&amp;auml;ttningsniv&amp;aring;n till 67 procent.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi h&amp;ouml;jer F&amp;ouml;rs&amp;auml;kringskassans anslag f&amp;ouml;r att m&amp;ouml;ta tidigare besparingskrav och r&amp;auml;dda servicekontoren. Vi avs&amp;auml;tter &amp;auml;ven medel f&amp;ouml;r att inf&amp;ouml;ra ett rehabiliteringsregister.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Regeringens sk&amp;auml;lighetspr&amp;ouml;vning otillr&amp;auml;cklig&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Efter den massiva kritiken mot utf&amp;ouml;rs&amp;auml;kringarna f&amp;ouml;resl&amp;aring;r regeringen nu i budgetpropositionen att en sk&amp;auml;lighetspr&amp;ouml;vning inf&amp;ouml;rs vid sjukpenningens bortre tidsgr&amp;auml;ns. Detta &amp;auml;r emellertid helt otillr&amp;auml;ckligt. Vi anser att ingen ska tvingas l&amp;auml;mna sjukf&amp;ouml;rs&amp;auml;kringen enbart f&amp;ouml;r att en administrativ tidsgr&amp;auml;ns har passerats – det avg&amp;ouml;rande b&amp;ouml;r naturligtvis vara om man har tillr&amp;auml;cklig arbetsf&amp;ouml;rm&amp;aring;ga eller ej. Regeringens f&amp;ouml;rslag till pr&amp;ouml;vning inneb&amp;auml;r att &amp;auml;nnu ett sv&amp;aring;rtolkat undantag inf&amp;ouml;rs f&amp;ouml;r att lappa och laga i ett system med grundl&amp;auml;ggande brister. F&amp;ouml;r att l&amp;ouml;sa dessa problem &amp;auml;r det n&amp;ouml;dv&amp;auml;ndigt att avskaffa den bortre tidsgr&amp;auml;nsen och l&amp;aring;ta arbetslivsintroduktionen vara en r&amp;auml;ttighet n&amp;auml;r alla m&amp;ouml;jligheter att &amp;aring;terg&amp;aring; till den ursprungliga arbetsplatsen &amp;auml;r utt&amp;ouml;mda. Man ska kunna delta i arbetslivsintroduktion med bibeh&amp;aring;llen sjukpenning, givet att man inte har &amp;aring;terf&amp;aring;tt arbetsf&amp;ouml;rm&amp;aring;gan. Detta utvecklar i v&amp;aring;r sjukf&amp;ouml;rs&amp;auml;kringsmotion 2011/12:V540.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Med anledning av det ovan anf&amp;ouml;rda b&amp;ouml;r sjukpenningens bortre tidsgr&amp;auml;ns avskaffas s&amp;aring; att r&amp;auml;tten att uppb&amp;auml;ra sjukpenning forts&amp;auml;tter g&amp;auml;lla s&amp;aring; l&amp;auml;nge den f&amp;ouml;rs&amp;auml;krade inte har &amp;aring;terf&amp;aring;tt arbetsf&amp;ouml;rm&amp;aring;gan. Detta b&amp;ouml;r riksdagen som sin mening ge regeringen till k&amp;auml;nna.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Anslag 1:1 Sjukpenning och rehabilitering m.m.&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi f&amp;ouml;resl&amp;aring;r att 550-dagarsgr&amp;auml;nsen avskaffas och ers&amp;auml;tts med en r&amp;auml;ttighet f&amp;ouml;r individen s&amp;aring; att hon eller han senast vid denna tidsgr&amp;auml;ns f&amp;aring;r tillg&amp;aring;ng till arbetslivsintroduktionen. S&amp;aring; l&amp;auml;nge han eller hon inte har &amp;aring;terf&amp;aring;tt arbetsf&amp;ouml;rm&amp;aring;gan ska den f&amp;ouml;rs&amp;auml;krade fortfarande uppb&amp;auml;ra sjukpenning. En f&amp;ouml;rs&amp;auml;krad som deltar i arbetslivsintroduktionen p&amp;aring; Arbetsf&amp;ouml;rmedlingen beh&amp;aring;ller under denna tid sin sjukpenning, f&amp;ouml;rutsatt att han eller hon inte &amp;aring;terf&amp;aring;tt sin arbetsf&amp;ouml;rm&amp;aring;ga.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi budgeterar &amp;auml;ven f&amp;ouml;r den &amp;auml;ndring av arbetsf&amp;ouml;rm&amp;aring;gepr&amp;ouml;vningen som i dag sker efter 180 dagar. Ist&amp;auml;llet f&amp;ouml;r att pr&amp;ouml;vas mot ”den regulj&amp;auml;ra arbetsmarknaden” ska detta fr&amp;aring;n och med senast 1 januari 2012 ske mot ”normalt f&amp;ouml;rekommande arbeten”. Detta f&amp;ouml;r att komma ifr&amp;aring;n pr&amp;ouml;vningen mot fiktiva arbeten och f&amp;ouml;r att f&amp;ouml;rst&amp;auml;rka r&amp;auml;ttss&amp;auml;kerheten. Enligt den extrainkallade riksdagens tillk&amp;auml;nnagivande ska regeringen &amp;aring;terkomma med ett s&amp;aring;dant f&amp;ouml;rslag med ikrafttr&amp;auml;dande senast 1 januari 2012, n&amp;aring;got som inte har skett. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;F&amp;ouml;r att sjukf&amp;ouml;rs&amp;auml;kringen ska ge en bra ers&amp;auml;ttning f&amp;ouml;r den inkomst man f&amp;ouml;rlorar n&amp;auml;r man blir sjuk och f&amp;ouml;r att den ska omfatta m&amp;aring;nga vill vi h&amp;ouml;ja ers&amp;auml;ttningsniv&amp;aring;erna och inkomsttaket. Den s&amp;auml;nkning som f&amp;ouml;rutom i vissa undantagsfall sker av sjukpenningen efter ett &amp;aring;r, fr&amp;aring;n 80 procent till 75 procent, ska avskaffas s&amp;aring; att ers&amp;auml;ttningen &amp;auml;r 80 procent hela sjukpenningperioden.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi vill ytterligare h&amp;ouml;ja sjukpenningen genom att &amp;auml;ndra ber&amp;auml;kningen av ers&amp;auml;ttningsniv&amp;aring;n s&amp;aring; att den utg&amp;aring;r fr&amp;aring;n hela den sjukpenninggrundade inkomsten. Det g&amp;ouml;r vi genom att avskaffa den s&amp;aring; kallade s&amp;auml;rskilda ber&amp;auml;kningsgrunden. Ber&amp;auml;kningsgrunden inneb&amp;auml;r i dag att det som p&amp;aring;st&amp;aring;s vara 80 procents ers&amp;auml;ttning i sj&amp;auml;lva verket enbart &amp;auml;r 77,6 procent och det som p&amp;aring;st&amp;aring;s vara 75 procent enbart &amp;auml;r 72,75 procent.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen har &amp;auml;ven s&amp;auml;nkt sjukf&amp;ouml;rs&amp;auml;kringens tak s&amp;aring; att gruppen som inte f&amp;aring;r ers&amp;auml;ttning f&amp;ouml;r hela sin inkomst har vuxit. Att hela fyra av tio l&amp;ouml;ntagare i dag befinner sig &amp;ouml;ver taket minskar intresset av att det &amp;auml;r h&amp;ouml;g kvalitet p&amp;aring; f&amp;ouml;rs&amp;auml;kringen och gynnar framv&amp;auml;xten av privata f&amp;ouml;rs&amp;auml;kringar. Vi vill d&amp;auml;rf&amp;ouml;r h&amp;ouml;ja taket stegvis s&amp;aring; att det h&amp;ouml;js till 8 prisbasbelopp &amp;aring;r 2012 och till 9 prisbasbelopp &amp;aring;r 2014.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sammantaget f&amp;ouml;resl&amp;aring;r V&amp;auml;nsterpartiet en &amp;ouml;kning av anslag 1:1 med 1 710 miljoner kronor &amp;aring;r 2012 j&amp;auml;mf&amp;ouml;rt med regeringens f&amp;ouml;rslag.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Anslag 1:2 Aktivitets- och sjukers&amp;auml;ttningar m.m.&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Personer med sjuk- eller aktivitetsers&amp;auml;ttning har m&amp;aring;nga g&amp;aring;nger en ekonomiskt mycket sv&amp;aring;r situation och &amp;auml;r i stort behov av f&amp;ouml;rb&amp;auml;ttringar. Att som regeringen d&amp;aring; inte l&amp;aring;ta denna grupp omfattas av h&amp;ouml;jningen av bostadstill&amp;auml;gget &amp;auml;r orimligt. Vi avs&amp;auml;tter d&amp;auml;rf&amp;ouml;r 200 miljoner kronor f&amp;ouml;r att bostadstill&amp;auml;gget ska h&amp;ouml;jas med 170 kronor f&amp;ouml;r personer med sjuk- och aktivitetsers&amp;auml;ttning enligt samma modell som regeringen i budgetpropositionen f&amp;ouml;resl&amp;aring;r ska g&amp;auml;lla f&amp;ouml;r &amp;aring;lderspension&amp;auml;rer.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi vill &amp;auml;ven att ers&amp;auml;ttningsniv&amp;aring;n i sjuk- och aktivitetsers&amp;auml;ttning h&amp;ouml;js fr&amp;aring;n dagens 64 procent till 67 procent. F&amp;ouml;r detta avs&amp;auml;tter vi 1 500 miljoner, vilket motsvarar 900 miljoner kronor efter reglering mot kommuner och &amp;aring;lderpensionssystem.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sammantaget f&amp;ouml;resl&amp;aring;r V&amp;auml;nsterpartiet en &amp;ouml;kning av anslag 1:2 med 1 700 miljoner kronor 2012 j&amp;auml;mf&amp;ouml;rt med regeringens f&amp;ouml;rslag. &lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Anslag 1:6 Bidrag f&amp;ouml;r arbetet med sjukskrivningar inom h&amp;auml;lso- och sjukv&amp;aring;rd&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen avs&amp;auml;tter 1 000 miljoner kronor per &amp;aring;r 2012–2015 som bonus till landsting som bidrar till ett minskat oh&amp;auml;lsotal. Vi v&amp;auml;nder oss emot denna ordning av principiella sk&amp;auml;l. Det &amp;auml;r behov som ska styra sjukv&amp;aring;rdens arbete, inte ett system som h&amp;aring;ller de sjuka borta fr&amp;aring;n sjukv&amp;aring;rden och f&amp;ouml;rsv&amp;aring;rar m&amp;auml;nniskors m&amp;ouml;jligheter att &amp;aring;terh&amp;auml;mta sig och tillfriskna. Med anledning av detta minskar vi anslaget f&amp;ouml;r Bidrag f&amp;ouml;r arbetet med sjukskrivningar inom h&amp;auml;lso- och sjukv&amp;aring;rden med 1 000 miljoner kronor per &amp;aring;r 2012–2014. J&amp;auml;mf&amp;ouml;rt med regeringens budget inneh&amp;aring;ller V&amp;auml;nsterpartiets budgetalternativ som helhet betydligt mer resurser till kommuner och landsting s&amp;aring; att v&amp;aring;rd och rehabilitering kan f&amp;ouml;rb&amp;auml;ttras och mer personal kan anst&amp;auml;llas d&amp;auml;r behoven &amp;auml;r som st&amp;ouml;rst.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Anslag 1:7 Bidrag f&amp;ouml;r sjukskrivningsprocessen&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens s&amp;aring; kallade rehabiliteringsgaranti har enligt utv&amp;auml;rdering inte gett den avsedda effekten. F&amp;ouml;r att bygga upp kunskapen om rehabiliteringens effekter vill vi inf&amp;ouml;ra ett rehabiliteringsregister och avs&amp;auml;tter 5 miljoner kronor 2012 f&amp;ouml;r uppbyggnad av detta.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Anslag 2:1 F&amp;ouml;rs&amp;auml;kringskassan&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens aviserade besparingar p&amp;aring; F&amp;ouml;rs&amp;auml;kringskassan innebar en plan fr&amp;aring;n F&amp;ouml;rs&amp;auml;kringskassans ledning att l&amp;auml;gga ned sin verksamhet p&amp;aring; de lokala servicekontoren. V&amp;auml;nsterpartiet har drivit p&amp;aring; f&amp;ouml;r att beh&amp;aring;lla servicekontoren och var med om att ta fram det f&amp;ouml;rslag som riksdagen antog och som ledde till att regeringen tillf&amp;auml;lligt stoppat dessa planer. Detta inneb&amp;auml;r dock inte att situationen &amp;auml;r l&amp;ouml;st. Vi h&amp;ouml;jer F&amp;ouml;rs&amp;auml;kringskassans anslag s&amp;aring; att servicekontoren r&amp;auml;ddas och ger &amp;auml;ven verksamheten i &amp;ouml;vrigt &amp;ouml;kade medel, en h&amp;ouml;jning p&amp;aring; sammanlagt 125 miljoner kronor &amp;aring;r 2012, 125 miljoner kronor &amp;aring;r 2013 och 215 miljoner kronor &amp;aring;r 2014.&lt;/p&gt;
