    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I tider av ekonomisk oro f&amp;ouml;rv&amp;auml;ntas att landets regering agerar ansvarsfullt och kraftfullt f&amp;ouml;r att v&amp;auml;rna jobben och landets unika kompetenser. Det nya personalf&amp;ouml;rs&amp;ouml;rjningssystemet beslutades av en knapp majoritet borgerliga ledam&amp;ouml;ter i Sveriges riksdag. N&amp;auml;r det g&amp;auml;ller s&amp;aring;v&amp;auml;l rekryteringen av yrkessoldater som tidvis anst&amp;auml;llda kontraktssoldater s&amp;aring; reses nu fr&amp;aring;gor kring f&amp;ouml;rm&amp;aring;gan att beh&amp;aring;lla personal under hela kontraktstidens l&amp;auml;ngd, f&amp;ouml;ruts&amp;auml;ttningarna f&amp;ouml;r rekrytering – utbildning – &amp;ouml;vning samt regelverk och avtal.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;De ekonomiska konsekvenserna av den nya personalf&amp;ouml;rs&amp;ouml;rjningen &amp;auml;r ocks&amp;aring; oklara. Det finns ett kostnadstryck inom f&amp;ouml;rsvarsmakten med anledning av denna f&amp;ouml;r&amp;auml;ndring. Exempelvis s&amp;aring; har &amp;ouml;verbef&amp;auml;lhavaren vid flera tillf&amp;auml;llen framh&amp;aring;llit att F&amp;ouml;rsvarsmaktens budget beh&amp;ouml;ver st&amp;auml;rkas efter &amp;aring;r 2014 om det ska vara m&amp;ouml;jligt att f&amp;ouml;rnya insatsorganisationens materiel.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Om den nya personalf&amp;ouml;rs&amp;ouml;rjningen inte lyckas riskerar Sverige om n&amp;aring;gra &amp;aring;r att st&amp;aring; inf&amp;ouml;r stora problem. Totalt sett &amp;aring;terst&amp;aring;r cirka 10&amp;nbsp;000 befattningar att fylla. Troligtvis handlar det om &amp;auml;nnu fler individer att rekrytera eftersom soldater kommer att sluta innan den planerade kontraktstiden avslutats. Detta i sin tur f&amp;ouml;r med sig nya rekryterings-, utbildnings- och &amp;ouml;vningskostnader. Det finns dessutom en stor os&amp;auml;kerhet kring det ekonomiska resultatet av de rationaliseringar inom f&amp;ouml;rsvarsmakten som f&amp;ouml;ruts&amp;auml;tts. &amp;Ouml;B:s markering av behovet av ytterligare anslag f&amp;ouml;r att uppr&amp;auml;tth&amp;aring;lla den nya organisationen samt FOI:s studier om sannolikt h&amp;ouml;gre personalkostnader m&amp;aring;ste ocks&amp;aring; noteras i sammanhanget. Sammanfattningsvis s&amp;aring; tyder det mesta p&amp;aring; att den nya insatsorganisationen &amp;auml;r strukturellt underfinansierad. Vi tillf&amp;ouml;r d&amp;auml;rf&amp;ouml;r i detta l&amp;auml;ge 150 miljoner extra till anslaget 1:1 F&amp;ouml;rbandsverksamhet och beredskap. Vi anser ocks&amp;aring; att ytterligare medel kan l&amp;ouml;sg&amp;ouml;ras genom rationaliseringar i h&amp;ouml;gkvarterets organisation. Vi h&amp;auml;nvisar h&amp;auml;r till SOU 2005:96 ”En effektiv f&amp;ouml;rvaltning f&amp;ouml;r insatsf&amp;ouml;rsvaret”.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;N&amp;auml;r det g&amp;auml;ller materielf&amp;ouml;rs&amp;ouml;rjningen &amp;auml;r det av st&amp;ouml;rsta vikt att svenska s&amp;auml;kerhetsintressen v&amp;auml;rnas. F&amp;ouml;r att sl&amp;aring; vakt om det nationella oberoendet s&amp;aring; &amp;auml;r det en strategisk fr&amp;aring;ga. Marknadsanpassningar f&amp;aring;r inte leda till att svensk forskning och teknikutveckling f&amp;ouml;rsvagas. Att bibeh&amp;aring;lla och utveckla spjutspetskompetens &amp;auml;r avg&amp;ouml;rande f&amp;ouml;r b&amp;aring;de F&amp;ouml;rsvarsmakten och industrin.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Internationella insatser&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;N&amp;auml;r det g&amp;auml;ller antalet soldater i internationella insatser har vi socialdemokrater en uttalad ambition att bibeh&amp;aring;lla den nuvarande ambitionsniv&amp;aring; som Sverige befunnit sig p&amp;aring; under de senaste &amp;aring;ren.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Men de internationella fredsbevarande och fredsframtvingande insatserna har stort behov av v&amp;auml;lutbildade soldater och materiel fr&amp;aring;n bland annat l&amp;auml;nder som Sverige, &amp;auml;ven i de FN-ledda insatserna. FN:s verksamhet p&amp;aring; det fredsfr&amp;auml;mjande omr&amp;aring;det &amp;auml;r b&amp;aring;de viktig och efterfr&amp;aring;gad. FN &amp;auml;r den organisation som har huvudansvaret f&amp;ouml;r fred och s&amp;auml;kerhet och dess verksamhet har en unik legitimitet. Vi har st&amp;ouml;tt en utbyggd krishanteringsf&amp;ouml;rm&amp;aring;ga inom EU. Men vi ser samtidigt det behov av och den brist p&amp;aring; resurser som finns i de FN-ledda insatserna. Tyv&amp;auml;rr har Sverige endast ett f&amp;aring;tal personer ute i FN-ledda insatser idag. Vi vill se en b&amp;auml;ttre balans mellan FN-ledda insatser och &amp;ouml;vriga.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I v&amp;aring;rt budgetf&amp;ouml;rslag anvisar vi 140 miljoner mindre &amp;auml;n regeringen till internationella insatser under anslaget 1:2. Vi f&amp;ouml;resl&amp;aring;r ett minskat utrymme 2012 mot bakgrund av att insatsen i Afghanistan successivt ska fasas &amp;ouml;ver till mer civila insatser i linje med den &amp;ouml;verenskommelse som finns mellan Socialdemokraterna, Milj&amp;ouml;partiet och regeringen. Det &amp;auml;r d&amp;aring; rimligt att kostnaderna f&amp;ouml;r insatsen successivt minskas.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi anvisar ocks&amp;aring; medel till en fortsatt utfasning av insatsen i Kosovo.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen f&amp;ouml;resl&amp;aring;r (yrkande 2) att Sverige &amp;auml;ven &amp;aring;r 2014 ska vara ramnation f&amp;ouml;r en nordisk stridsgrupp. Vi avvisar det f&amp;ouml;rslaget. Sverige har tagit detta ansvar tv&amp;aring; g&amp;aring;nger under &amp;aring;r 2008 och under &amp;aring;r 2011. Sverige har d&amp;auml;rmed tagit sitt ansvar och bidragit till EU:s snabbinsatsstyrkor f&amp;ouml;r fredsfr&amp;auml;mjande insatser. Att vara ramnation &amp;auml;r ekonomiskt, organisatoriskt och ledningsm&amp;auml;ssigt kr&amp;auml;vande. Vi &amp;auml;r beredda att Sverige &amp;auml;ven forts&amp;auml;ttningsvis ska bidra till EU:s fredsfr&amp;auml;mjande insatser, men inte som ramnation. F&amp;ouml;rsvarsmakten b&amp;ouml;r l&amp;auml;gga all kraft p&amp;aring; att genomf&amp;ouml;ra uppbyggnaden av insatsorganisationen.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;F&amp;ouml;rsvarsindustrin – s&amp;auml;kerhetsintresset, forskning och utveckling&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sverige har, som milit&amp;auml;rt alliansfri stat, en l&amp;aring;ng tradition av en stark och konkurrenskraftig f&amp;ouml;rsvarsindustri. Denna har inte bara f&amp;ouml;rsett, och f&amp;ouml;rser, landet med materiel utan ocks&amp;aring; med kunskap och oberoende samt tillg&amp;aring;ng till viktiga milit&amp;auml;ra och industriella samarbeten. Vi understryker d&amp;auml;rf&amp;ouml;r vikten av n&amp;auml;ra samverkan mellan regeringen, F&amp;ouml;rsvarsmakten och F&amp;ouml;rsvarsindustrin f&amp;ouml;r att v&amp;auml;rna svenskt kunnande och intressen. Vi m&amp;aring;ste l&amp;aring;ngsiktigt uppr&amp;auml;tth&amp;aring;lla kompetens och f&amp;ouml;rm&amp;aring;ga till teknikutveckling.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;F&amp;ouml;rsvarsutskottet har p&amp;aring; socialdemokratiskt initiativ understrukit att det ankommer p&amp;aring; regeringen att aktivt driva fr&amp;aring;gan om de svenska s&amp;auml;kerhetsintressena. Dessa m&amp;aring;ste tydligg&amp;ouml;ras som en signal till s&amp;aring;v&amp;auml;l industrin som EU. I avvaktan p&amp;aring; att detta konkretiseras f&amp;ouml;resl&amp;aring;r vi en satsning p&amp;aring; forskning och utveckling n&amp;auml;r det g&amp;auml;ller nanoteknik, sensorer och undervattensteknik. Den svenska kompetensen n&amp;auml;r det g&amp;auml;ller undervattensteknologi &amp;auml;r av s&amp;auml;rskild betydelse.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Att uppr&amp;auml;tth&amp;aring;lla den &amp;auml;r strategiskt s&amp;aring;v&amp;auml;l fr&amp;aring;n industriell som s&amp;auml;kerhetspolitisk horisont. Vi f&amp;ouml;rordar s&amp;aring;ledes en satsning p&amp;aring; detta omr&amp;aring;de som &amp;auml;r av stor nationell betydelse. Vi anvisar d&amp;auml;rf&amp;ouml;r 100 miljoner mer &amp;auml;n regeringen under anslaget 1:3 Anskaffning av materiel och anl&amp;auml;ggningar.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen beg&amp;auml;r ett bemyndigande att under 2012 f&amp;aring; besluta om uppgradering av upp till 10 stycken JAS 39C/D till E/F om Brasilien eller ett annat land v&amp;auml;ljer att anskaffa s&amp;aring;dana. I h&amp;auml;ndelse av ett s&amp;aring;dant beslut &amp;auml;r inte konsekvenserna f&amp;ouml;r f&amp;ouml;rsvarsekonomin och f&amp;ouml;r F&amp;ouml;rsvarsmaktens materielf&amp;ouml;rs&amp;ouml;rjning redovisade. Enligt v&amp;aring;r mening &amp;auml;r en fortsatt uppgradering av JAS C/D p&amp;aring; sikt n&amp;ouml;dv&amp;auml;ndig f&amp;ouml;r att systemet ska vara modernt &amp;auml;ven efter 2020. En s&amp;aring;dan uppgradering ska emellertid utg&amp;aring; endast fr&amp;aring;n svenska operativa behov. Vi f&amp;ouml;ruts&amp;auml;tter att en uppgradering kan ske utifr&amp;aring;n rent svenska operativa krav &amp;auml;ven om en utveckling f&amp;ouml;r ett annat lands r&amp;auml;kning bli aktuell.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;F&amp;ouml;rsvarsmaktens logistikverksamhet&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens redovisning av rationaliseringen inom logistikverksamheten ska ger inte svar p&amp;aring; hur de f&amp;ouml;rv&amp;auml;ntade besparingarna ska realiseras. Regeringen avser att &amp;ouml;verl&amp;auml;mna ansvaret f&amp;ouml;r att l&amp;ouml;sa detta till F&amp;ouml;rsvarsmakten och F&amp;ouml;rsvarets materielverk. Regeringen har trots tv&amp;aring; utredningar inom omr&amp;aring;det &amp;auml;nnu inte kunna formulera viktiga ramverk f&amp;ouml;r hur rationaliseringsarbetet ska genomf&amp;ouml;ras. Det saknas tydliga st&amp;auml;llningstaganden av regeringen f&amp;ouml;r vilken verksamhet som b&amp;ouml;r kvarst&amp;aring; i F&amp;ouml;rsvarsmakten, vad som fortsatt ska vara statlig verksamhet och ing&amp;aring; i F&amp;ouml;rsvarets materielverk eller om viss verksamhet kommer att &amp;ouml;verf&amp;ouml;ras till industrin eller &amp;ouml;verf&amp;ouml;ras i bolagsform och i f&amp;ouml;rl&amp;auml;ngningen eventuellt privatiseras. Vi vill i sammanhanget understryka vikten av leveranss&amp;auml;kerhet i logistikverksamheten s&amp;aring; att F&amp;ouml;rsvarsmaktens operativa effekt kan s&amp;auml;kerst&amp;auml;llas. Vi avstyrker d&amp;auml;rf&amp;ouml;r regeringens beg&amp;auml;ran om bemyndigande att sj&amp;auml;lv f&amp;aring; besluta om organisationstillh&amp;ouml;righet f&amp;ouml;r logistikverksamheten. Regeringen b&amp;ouml;r skyndsamt &amp;aring;terkomma till riksdagen med en redog&amp;ouml;relse f&amp;ouml;r hur logistikverksamheten ska effektiviseras. Efter tv&amp;aring; utredningar med &amp;aring;tf&amp;ouml;ljande remissomg&amp;aring;ngar borde det finnas tillr&amp;auml;ckligt underlag f&amp;ouml;r att nu ta tydlig st&amp;auml;llning.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Effektiviseringar inom krisberedskapsomr&amp;aring;det och SOS Alarm&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det &amp;auml;r av fundamental betydelse f&amp;ouml;r hela samh&amp;auml;llet och alla medborgares trygghet och s&amp;auml;kerhet att n&amp;ouml;dnumret 112 fungerar p&amp;aring; ett bra s&amp;auml;tt. F&amp;ouml;r den som befinner sig i en n&amp;ouml;dsituation r&amp;auml;cker det med ett enda samtal till n&amp;ouml;dnumret 112 f&amp;ouml;r att n&amp;aring; samh&amp;auml;llets alla r&amp;auml;ddningsresurser.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det &amp;auml;r SOS Alarm som p&amp;aring; statens v&amp;auml;gnar ansvarar f&amp;ouml;r n&amp;ouml;dnumret 112 och de m&amp;ouml;ter varje dag tusentals m&amp;auml;nniskor som beh&amp;ouml;ver hj&amp;auml;lp i samband med olyckor och vid akuta sjukdomstillst&amp;aring;nd. Under det senaste &amp;aring;ret har det kommit in ett antal anm&amp;auml;lningar om att sjuka och n&amp;ouml;dst&amp;auml;llda ringt 112 men inte f&amp;aring;tt den hj&amp;auml;lp som varit n&amp;ouml;dv&amp;auml;ndig. Enstaka misstag riskerar alltid att intr&amp;auml;ffa men Socialstyrelsen har gjort en analys och kommit fram till att problemet med bed&amp;ouml;mningar och prioriteringar &amp;auml;r nationellt. Socialstyrelsen har d&amp;auml;rf&amp;ouml;r inlett en landsomfattande granskning av SOS Alarm. Socialstyrelsen ska &amp;auml;ven granska problemen med bed&amp;ouml;mningar och prioriteringar. De ska ocks&amp;aring; granska personalens kompetens och hur den f&amp;ouml;ljs upp av SOS Alarm f&amp;ouml;r att s&amp;auml;kerst&amp;auml;lla att alla bed&amp;ouml;mningar h&amp;aring;ller h&amp;ouml;g kvalitet. Staten &amp;auml;ger 50 procent i SOS Alarm och avtalet om n&amp;ouml;dnumret 112 tecknas av F&amp;ouml;rsvarsdepartementet. Kvaliteten i den hj&amp;auml;lp och service som ges genom n&amp;ouml;dnumret 112 m&amp;aring;ste s&amp;auml;kras.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Krisberedskapen &amp;auml;r en angel&amp;auml;genhet f&amp;ouml;r hela samh&amp;auml;llet, inte bara f&amp;ouml;r staten. Organisation och system f&amp;ouml;r samverkan, &amp;ouml;vning och utbildning inom krisberedskapsomr&amp;aring;det har byggts upp under ett antal &amp;aring;r och verksamheten har expanderat. Vi f&amp;ouml;rordar att det tills&amp;auml;tts en s&amp;auml;kerhetsberedning, vilket vi ocks&amp;aring; beskriver utf&amp;ouml;rligare i en separat motion.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi f&amp;ouml;resl&amp;aring;r att anslaget 2:4 Krisberedskap reduceras med 55 miljoner kronor. Vi f&amp;ouml;resl&amp;aring;r ocks&amp;aring; att anslaget 2:7 Myndigheten f&amp;ouml;r samh&amp;auml;llsskydd och beredskap reduceras med samma belopp. Dessa b&amp;aring;da anslagsposter omsluter idag sammanlagt drygt 2 miljarder kronor. Verksamheten utg&amp;ouml;r en del av de samlade &amp;aring;tg&amp;auml;rder som byggs upp med samverkanspartners inom s&amp;aring;v&amp;auml;l n&amp;auml;ringsliv som annan offentlig f&amp;ouml;rvaltning. &amp;Auml;ven inom detta omr&amp;aring;de finns det utrymme f&amp;ouml;r b&amp;aring;de rationalisering och effektivisering. I avvaktan p&amp;aring; tills&amp;auml;ttandet av en s&amp;auml;rskild s&amp;auml;kerhetsberedning s&amp;aring; anser vi att detta arbete ska inledas. Verksamheten b&amp;ouml;r uts&amp;auml;ttas f&amp;ouml;r ett mindre rationaliserings- och omvandlingstryck f&amp;ouml;r att stimulera fram tydligare prioriteringar inom respektive anslagsomr&amp;aring;de.&lt;/p&gt;
