    &lt;p class="Hemstl_att,F&amp;ouml;rslagspunkt,Yrkande,F&amp;ouml;rslagstext" style="background-color: #ffffff; background-color: #ffffff; margin-left: 0.0mm; word-break-inside: hyphenate;"&gt;Riksdagen tillk&amp;auml;nnager f&amp;ouml;r regeringen som sin mening vad som anf&amp;ouml;rs i motionen om g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning av egenproducerat vin och fruktvin.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Motivering&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;P&amp;aring; 1990-talet upph&amp;ouml;rde flera av monopolen p&amp;aring; alkoholomr&amp;aring;det, t.ex. import, tillverkning och partihandelsf&amp;ouml;rs&amp;auml;ljning. Detta skedde f&amp;ouml;r att anpassa bland annat Sverige till EU:s inre marknad. Dock valde vi i Sverige att beh&amp;aring;lla detaljhandelsmonopolet, Systembolaget, av alkoholpolitiska sk&amp;auml;l. Villkoret vid f&amp;ouml;rhandlingarna om svenskt EU-intr&amp;auml;de var att sl&amp;aring; vakt om n&amp;auml;ringsfriheten f&amp;ouml;r producenter. Premissen f&amp;ouml;r att Sverige skall f&amp;aring; ha statligt detaljhandelsmonopol f&amp;ouml;r alkoholdrycker &amp;auml;r att drycker och producenter fr&amp;aring;n EU inte f&amp;aring;r diskrimineras i f&amp;ouml;rh&amp;aring;llande till svenska.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Problemet &amp;auml;r att nuvarande best&amp;auml;mmelser h&amp;auml;mmar den inhemska produktionen av vin och fruktvin. Svenskt vin och fruktvin har inte samma villkor som utl&amp;auml;ndsk produktion n&amp;auml;r det g&amp;auml;ller tillg&amp;aring;ng till den viktiga egna n&amp;auml;rmarknaden. I praktiken diskrimineras n&amp;auml;rproducerade (svenska) drycker i f&amp;ouml;rh&amp;aring;llande till drycker fr&amp;aring;n &amp;ouml;vriga EU och v&amp;auml;rlden.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Fruktvin&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Fruktvin har framst&amp;auml;llts i v&amp;aring;rt land &amp;aring;tminstone sedan vikingatiden. Tidvis har produktionen varit livlig, exempelvis under 1700-talets protektionism. Under sena 1800-talet och b&amp;ouml;rjan av 1900-talet liknade fruktvinsn&amp;auml;ringen allt mer en gryende industri. F&amp;ouml;retag som &amp;Ouml;nos, Findus och Kockens tillverkade alla fruktvin. Monopoliseringen av all alkoholn&amp;auml;ring runt 1920, f&amp;ouml;rutom servering, kv&amp;auml;vde dock fruktvinsn&amp;auml;ringen. Fruktvin fick endast tillverkas f&amp;ouml;r privat behov.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;P&amp;aring; 1990-talet avskaffades tillverkningsmonopolet, tillsammans med import- och partihandelsmonopolen. Medan import och partihandel blivit livliga n&amp;auml;ringar med m&amp;aring;nga privata akt&amp;ouml;rer har fruktvinsn&amp;auml;ringen inte f&amp;aring;tt den ren&amp;auml;ssans som m&amp;aring;nga hoppats. Antalet aktiva kommersiella fruktvinsproducenter har inte &amp;ouml;kat p&amp;aring; de senaste fem &amp;aring;ren och understiger tio. Detta f&amp;ouml;rh&amp;aring;llande st&amp;aring;r i stark kontrast till Finland och m&amp;aring;nga andra l&amp;auml;nder d&amp;auml;r fruktvinsn&amp;auml;ringen blomstrar. D&amp;auml;remot har fruktvinsframst&amp;auml;llning f&amp;ouml;r eget bruk fortfarande en stark st&amp;auml;llning, men det finns ingen statistik &amp;ouml;ver denna verksamhet.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Vin&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vinodling p&amp;aring; friland pr&amp;ouml;vas nu i &amp;ouml;kande utstr&amp;auml;ckning i v&amp;aring;rt land. Varmare klimat i kombination med nya h&amp;auml;rdiga druvsorter har m&amp;ouml;jliggjort odling och produktion i landets s&amp;ouml;dra delar. F&amp;ouml;reningen Svenska Vinodlare har i augusti 2008 drygt 120 medlemmar, och medlemskap till&amp;aring;ts f&amp;ouml;r s&amp;aring;v&amp;auml;l kommersiella som hobbyodlare. De ledande i denna nya verksamhet efterlyser m&amp;ouml;jlighet f&amp;ouml;r bes&amp;ouml;kande att k&amp;ouml;pa dryckerna vid bes&amp;ouml;k f&amp;ouml;r att kunna bli l&amp;ouml;nsamma.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Problem f&amp;ouml;r inhemska producenter&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Systembolaget skall ha ett utbud som motsvarar ett tv&amp;auml;rsnitt av viner fr&amp;aring;n hela v&amp;auml;rlden. Systembolagets sortiment &amp;auml;r dock med n&amp;ouml;dv&amp;auml;ndighet begr&amp;auml;nsat i relation till den enorma m&amp;auml;ngden drycker som produceras v&amp;auml;rlden &amp;ouml;ver. Endast en br&amp;aring;kdel av dessa kan av naturliga sk&amp;auml;l f&amp;aring; plats.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Kravet p&amp;aring; icke-diskriminering av utl&amp;auml;ndska drycker medf&amp;ouml;r att Systembolaget ger plats &amp;aring;t samma br&amp;aring;kdel av svenska drycker som av utl&amp;auml;ndska. Systembolaget g&amp;ouml;r allt f&amp;ouml;r att undvika att anklagas f&amp;ouml;r diskriminering, ty d&amp;aring; kan monopolst&amp;auml;llningen ifr&amp;aring;gas&amp;auml;ttas. Den helt &amp;ouml;verv&amp;auml;gande delen av svenskproducerade viner och fruktviner kommer s&amp;aring;ledes inte in i Systembolagets sortiment.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Systembolagets storskalighet inneb&amp;auml;r ett annat hinder. Monopolet skall f&amp;ouml;rse hela Sverige, vilket kr&amp;auml;ver stora kvantiteter. &amp;Auml;ven Systembolagets krav p&amp;aring; god l&amp;ouml;nsamhet har g&amp;ouml;r att man har ink&amp;ouml;psregler som gynnar storskaliga leverant&amp;ouml;rer. Inhemska vin- och fruktvinsproducenter &amp;auml;r i regel sm&amp;aring;skaliga och saknar ofta m&amp;ouml;jlighet att tillgodose Systembolagets str&amp;auml;nga leveranskrav. Det g&amp;auml;ller i synnerhet f&amp;ouml;r nyetablerade f&amp;ouml;retag.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;N&amp;auml;rmarknadens betydelse&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I l&amp;auml;nder utan f&amp;ouml;rs&amp;auml;ljningsmonopol samt Finland kan producenter s&amp;auml;lja direkt till sin hemmamarknad. Det &amp;auml;r vanligt att mindre och medelstora producenter i de traditionella vinl&amp;auml;nderna s&amp;auml;ljer st&amp;ouml;rre delen av sin produktion direkt till bes&amp;ouml;kare. S&amp;aring;dan g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning kr&amp;auml;ver ingen distribution eller f&amp;ouml;rdyrande mellanled. Den blir d&amp;auml;rmed gynnsam s&amp;aring;v&amp;auml;l f&amp;ouml;r producent som f&amp;ouml;r kund och &amp;auml;r dessutom mer milj&amp;ouml;v&amp;auml;nlig. Lokal, sm&amp;aring;skalig och m&amp;aring;ngfasetterad vinproduktion vore om&amp;ouml;jlig utan denna f&amp;ouml;rs&amp;auml;ljning.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Det finska exemplet&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sedan 1995 har Finland gjort ett undantag fr&amp;aring;n sitt f&amp;ouml;rs&amp;auml;ljningsmonopol f&amp;ouml;r vin och fruktvin. F&amp;ouml;rs&amp;auml;ljning i g&amp;aring;rdsbutik av egenproducerade drycker har, med speciella best&amp;auml;mmelser och begr&amp;auml;nsningar, till&amp;aring;tits. Definitionen av g&amp;aring;rdsvin och r&amp;aring;&amp;auml;mnena &amp;auml;r enligt finl&amp;auml;ndsk lag f&amp;ouml;ljande:&lt;/p&gt;
    &lt;p class="Citat" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;G&amp;aring;rdsvin skall vara fruktvin som framst&amp;auml;llts enbart genom j&amp;auml;sning och&lt;/p&gt;
    &lt;p class="Citat_indrag,Packad" style="background-color: #ffffff; background-color: #ffffff; margin-top: 2.21mm; text-indent: 0.35mm; word-break-inside: hyphenate;"&gt;1) vars alkoholhalt &amp;auml;r h&amp;ouml;gst 13 volymprocent,&lt;/p&gt;
    &lt;p class="Citat_indrag,Packad" style="background-color: #ffffff; background-color: #ffffff; margin-left: 8.47mm; text-indent: -2.12mm; word-break-inside: hyphenate;"&gt;2) som produceras av en tillverkare som i b&amp;aring;de r&amp;auml;ttsligt och ekonomiskt h&amp;auml;nseende &amp;auml;r oberoende av andra f&amp;ouml;retag inom samma bransch och som &amp;aring;rligen tillverkar h&amp;ouml;gst 100&amp;nbsp;000 liter fruktvin, upptappat p&amp;aring; k&amp;auml;rl,&lt;/p&gt;
    &lt;p class="Citat_indrag,Packad" style="background-color: #ffffff; background-color: #ffffff; margin-left: 8.47mm; text-indent: -2.12mm; word-break-inside: hyphenate;"&gt;3) i fr&amp;aring;ga om vilket de b&amp;auml;r och frukter som anv&amp;auml;nts vid tillverkningen samt de aromgivande v&amp;auml;xtdelarna &amp;auml;r till 100 procent inhemska,&lt;/p&gt;
    &lt;p class="Citat_indrag,Packad" style="background-color: #ffffff; background-color: #ffffff; margin-left: 8.47mm; text-indent: -2.12mm; word-break-inside: hyphenate;"&gt;4) vars r&amp;aring;&amp;auml;mnen till minst 50 procent h&amp;auml;rstammar fr&amp;aring;n tillst&amp;aring;ndshavarens egna odlingar eller fr&amp;aring;n odlingar som han besitter, samt&lt;/p&gt;
    &lt;p class="Citat_indrag,Packad" style="background-color: #ffffff; background-color: #ffffff; margin-left: 8.47mm; text-indent: -2.12mm; word-break-inside: hyphenate;"&gt;5) vars organoleptiska egenskaper h&amp;auml;rstammar fr&amp;aring;n de r&amp;aring;&amp;auml;mnen som anv&amp;auml;nts vid framst&amp;auml;llningen eller fr&amp;aring;n de smak- och arom&amp;auml;mnen som uppst&amp;aring;tt ur dem vid j&amp;auml;sningen.&lt;/p&gt;
    &lt;p class="Citat" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;G&amp;aring;rdsvinet kan ges namn enligt r&amp;aring;&amp;auml;mnets v&amp;auml;xtplats antingen efter g&amp;aring;rden, byn, kommunen, landskapet eller n&amp;aring;got annat omr&amp;aring;de. Om anv&amp;auml;ndningen av geografiska p&amp;aring;skrifter best&amp;auml;ms s&amp;auml;rskilt.”&lt;/p&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I februari 2007 blev Finland tvunget att anpassa sin lagstiftning. EU-kommissionen hade inv&amp;auml;ndningar p&amp;aring; punkt 3 i definitionen av g&amp;aring;rdsvin. F&amp;ouml;r att uppfylla EU:s &amp;ouml;nskem&amp;aring;l gjorde Finland ett till&amp;auml;gg till punkt 3 enligt f&amp;ouml;ljande: ”I vars framst&amp;auml;llning anv&amp;auml;nts b&amp;auml;r och frukter samt aromgivande v&amp;auml;xtdelar vilka h&amp;auml;rstammar fr&amp;aring;n en v&amp;auml;xtzon inom det Europeiska ekonomiska samarbetsomr&amp;aring;det, vars karakteristiska drag genereras norr om den sextionde nordliga breddgraden.” Det h&amp;auml;r inneb&amp;auml;r att varje g&amp;aring;rdsbutik fortfarande endast f&amp;aring;r s&amp;auml;lja egenproducerade drycker men att druvan och b&amp;auml;ren som anv&amp;auml;nds kan h&amp;auml;rstamma fr&amp;aring;n exempelvis Sverige. Kravet &amp;auml;r att druvan kommer fr&amp;aring;n norr om den 60:e breddgraden.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Verksamheten har fungerat utm&amp;auml;rkt och medf&amp;ouml;rt en blomstring av den finska landsbygden. Inhemsk turism har &amp;ouml;kat starkt och arbetstillf&amp;auml;llen skapats. Fruktvinsn&amp;auml;ringen har f&amp;aring;tt en stark folklig f&amp;ouml;rankring.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Finlands lagstiftning kan skapa underlag f&amp;ouml;r en svensk motsvarande lagstiftning. H&amp;auml;rigenom kan problem undvikas och tid vinnas. Sj&amp;auml;lvklart kan det finnas specifikt svenska f&amp;ouml;rh&amp;aring;llanden som motiverar s&amp;auml;rskilda l&amp;ouml;sningar. Dit h&amp;ouml;r inte minst att Sverige officiellt &amp;auml;r ett av EU:s vinodlande l&amp;auml;nder.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Alkoholpolitiska effekter&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Inga experter inom alkoholforskningen f&amp;ouml;rutser n&amp;aring;gra speciella negativa effekter f&amp;ouml;r alkoholpolitiken. Inga s&amp;aring;dana har heller konstaterats i Finland. Det praktiska genomf&amp;ouml;randet av g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning kr&amp;auml;ver givetvis ett regelverk som s&amp;auml;kerst&amp;auml;ller god kontroll, inte minst att f&amp;ouml;rs&amp;auml;ljning inte sker till ungdomar. En g&amp;aring;rdsbutiks tillst&amp;aring;nd skall efter varning kunna dras in om missf&amp;ouml;rh&amp;aring;llande uppdagas.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;Vin- och fruktvinsproducenter i Sverige&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; margin-bottom: 2.12mm; word-break-inside: hyphenate;"&gt;Trots alla problem och of&amp;ouml;rdelaktiga regler f&amp;ouml;r vin- och fruktvinsproducenterna i Sverige har det vuxit upp flera sp&amp;auml;nnande verksamheter runtom i Sverige. Det finns idag avsev&amp;auml;rt fler vinodlare &amp;auml;n fruktvinsframst&amp;auml;llare. Vinodlingarna &amp;auml;r koncentrerade till landets s&amp;ouml;dra delar samt &amp;Ouml;land och Gotland. Bland dessa m&amp;auml;rks f&amp;ouml;ljande producenter. Observera att alla inte &amp;auml;r kommersiella.&lt;/p&gt;

Genom att utveckla Systembolagets service och introducera e-best&amp;auml;llning p&amp;aring; deras hemsida ser Systembolaget en m&amp;ouml;jlighet att m&amp;ouml;ta &amp;ouml;nskem&amp;aring;len fr&amp;aring;n allm&amp;auml;nheten och g&amp;aring;rdsproducenterna. Planen &amp;auml;r att g&amp;ouml;ra det m&amp;ouml;jligt f&amp;ouml;r semestrande g&amp;aring;rdsbes&amp;ouml;kare att best&amp;auml;lla g&amp;aring;rdsproducerat vin via Systembolagets nya e-best&amp;auml;llningstj&amp;auml;nst. Varorna kan sedan h&amp;auml;mtas i n&amp;aring;gon av f&amp;ouml;retagets 412 butiker.&lt;/p&gt;

Ut&amp;ouml;kad service genom e-handel &amp;auml;r sj&amp;auml;lvfallet positivt f&amp;ouml;r konsumenterna, men ers&amp;auml;tter inte p&amp;aring; l&amp;aring;nga v&amp;auml;gar g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljningen vi efterstr&amp;auml;var. E-handelssystemet tilltalar inte vare sig svenska eller utl&amp;auml;ndska bes&amp;ouml;kare. Attraktionen best&amp;aring;r i att varan s&amp;auml;ljs direkt till turister och andra bes&amp;ouml;kare till anl&amp;auml;ggningarna. M&amp;aring;nga av vinodlarna i Sverige &amp;auml;r hobbyodlare och i s&amp;aring; gott som samtliga fall r&amp;ouml;r det sig om sm&amp;aring;skalig verksamhet. Volymen &amp;auml;r liten och det framst&amp;auml;llda vinet blir dyrt, vilket medf&amp;ouml;r begr&amp;auml;nsade m&amp;ouml;jligheter att f&amp;aring; det s&amp;aring;lt via Systembolaget. I dagsl&amp;auml;get sker best&amp;auml;llningarna en flaska i taget till respektive kund runt om i landet. N&amp;auml;r tillverkaren sedan distribuerar varan via best&amp;auml;llningssortimentet avg&amp;aring;r &amp;ouml;ver 100 kr/flaska till Systembolaget och logistik, vilket raderar ut hela vinsten. De sm&amp;aring; g&amp;aring;rdsproducenterna diskrimineras fortsatt, och detta &amp;auml;r inget som sortimentspolicyn eller e-handels-systemet kommer att f&amp;ouml;r&amp;auml;ndra.&lt;/p&gt;

Vinerierna skapar h&amp;auml;rigenom positiva synergieffekter f&amp;ouml;r hela landsbygden.&lt;/p&gt;

    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I den aktuella utredningen rekommenderas ett totalf&amp;ouml;rbud av g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning av vin. Utredningens bed&amp;ouml;mning lyder: ”F&amp;ouml;rs&amp;auml;ljning av stark&amp;ouml;l, vin, spritdrycker direkt fr&amp;aring;n tillverkaren b&amp;ouml;r inte till&amp;aring;tas d&amp;aring; det inte &amp;auml;r f&amp;ouml;renligt med Systembolagets monopolst&amp;auml;llning. S&amp;aring;dan f&amp;ouml;rs&amp;auml;ljning av stark&amp;ouml;l och spritdryck skulle dessutom vara ol&amp;auml;mplig fr&amp;aring;n alkoholpolitisk synpunkt.” Det anf&amp;ouml;rda &amp;auml;r f&amp;ouml;rv&amp;aring;nande eftersom utredningen tydligt redog&amp;ouml;r f&amp;ouml;r g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljningens positiva effekter, inte minst p&amp;aring; tillv&amp;auml;xten av n&amp;auml;ringsverksamheten p&amp;aring; landsbygden. G&amp;auml;llande vin konstaterar utredningen dessutom att det inte finns n&amp;aring;gra b&amp;auml;rande alkoholpolitiska sk&amp;auml;l mot att till&amp;aring;ta g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning av vin, fruktvin, cider eller liknande under f&amp;ouml;ruts&amp;auml;ttning att volymen alkohol uppg&amp;aring;r till h&amp;ouml;gst 15 procent och att det r&amp;ouml;r sig om sm&amp;aring;skalig produktion. Detta resonemang g&amp;ouml;r att utredningens slutliga bed&amp;ouml;mning framst&amp;aring;r som &amp;auml;n m&amp;auml;rkligare.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Utredningens f&amp;ouml;rslag om att g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning b&amp;ouml;r f&amp;ouml;rbjudas &amp;auml;r fullkomligt omotiverat. Syftet med ett till&amp;aring;tande av g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning &amp;auml;r inte att monopolet skall avvecklas, utan att sm&amp;aring;skaliga tillverkare av vin skall f&amp;aring; m&amp;ouml;jligheten att s&amp;auml;lja direkt fr&amp;aring;n sina g&amp;aring;rdar. Detta till&amp;auml;mpas som tidigare n&amp;auml;mnts i hela Europa inklusive Finland (som ocks&amp;aring; har ett monopol). Remissinstanser som Jordbruksverket, Tillv&amp;auml;xtverket, LRF, SHR och F&amp;ouml;retagarnas riksorganisation st&amp;auml;ller sig positiva till g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning. Vidare har EU-kommissionen understrukit att g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning av t.ex. lokalproducerat &amp;ouml;l och vin &amp;auml;r juridiskt f&amp;ouml;renligt med v&amp;aring;rt f&amp;ouml;rs&amp;auml;ljningsmonopol. G&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning av vin utg&amp;ouml;r inget hot, varken mot folkh&amp;auml;lsan eller mot Systembolagets och alkoholmonopolets fortsatta existens.&lt;/p&gt;

Vinodlingarna blir allt fler, och alkohollagstiftningen m&amp;aring;ste anpassa sig till f&amp;ouml;r&amp;auml;ndringen. Det vore ocks&amp;aring; till gagn f&amp;ouml;r Sverige, s&amp;auml;rskilt landsbygden, om fruktvinsproduktionen &amp;aring;ter kunde etablera sig som en svensk n&amp;auml;ring, vilket den var f&amp;ouml;re monopolets inf&amp;ouml;rande vid b&amp;ouml;rjan av 1900-talet. Det skulle skapa nya arbetstillf&amp;auml;llen och &amp;ouml;kad avs&amp;auml;ttning f&amp;ouml;r svensk frukt- och b&amp;auml;rodling liksom f&amp;ouml;r tillvaratagandet av vilda b&amp;auml;r. Det skulle &amp;auml;ven bidra till en &amp;ouml;kad inhemsk turism. I Finland har vi noterat alla dessa positiva konsekvenser till f&amp;ouml;ljd av m&amp;ouml;jligheterna till g&amp;aring;rdsf&amp;ouml;rs&amp;auml;ljning.&lt;/p&gt;
