Anslaget f&amp;ouml;r sanering av f&amp;ouml;rorenade omr&amp;aring;den h&amp;ouml;js och utvidgas till att omfatta &amp;auml;ven skeppsvrak. En s&amp;auml;rskild premie inf&amp;ouml;rs f&amp;ouml;r skrotning av kraftigt f&amp;ouml;rorenande tv&amp;aring;takts&amp;shy;motorer. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens politik f&amp;ouml;r jordbruk och andra areella n&amp;auml;ringar har inte h&amp;auml;ngt med &amp;auml;ndrade f&amp;ouml;ruts&amp;auml;ttningar och behov. Anslagen till skogsskydd har minskat trots att kostnaderna &amp;ouml;kat. St&amp;ouml;d till ekologisk odling har minskat, trots att produktionen inte r&amp;auml;cker f&amp;ouml;r att t&amp;auml;cka efterfr&amp;aring;gan. Regeringen satsar p&amp;aring; &amp;ouml;kat kontroll av fisket, men g&amp;ouml;r inte tillr&amp;auml;ckligt mycket &amp;aring;t grundproblemet med &amp;ouml;verkapacitet i flottan, samtidigt som man tonar ned betydelsen av forskarnas rekommendationer vid fiskef&amp;ouml;rhandlingar.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Milj&amp;ouml;partiet vill i st&amp;auml;llet satsa p&amp;aring; &amp;ouml;kat st&amp;ouml;d till skydd av skog och krav p&amp;aring; &amp;ouml;kat h&amp;auml;nsyn i skogsbruket. Vi vill satsa p&amp;aring; certifierad ekologisk livsmedelsproduktion f&amp;ouml;r att fr&amp;auml;mja lantbruket, konsumenter och milj&amp;ouml;n. Vi vill inleda genomf&amp;ouml;rand&lt;span style="letter-spacing: -0.1pt;"&gt;et av Milj&amp;ouml;m&amp;aring;lsr&amp;aring;dets f&amp;ouml;rslag avseende bl.a. m&amp;aring;ngfalden i od&lt;/span&gt;lingslandskapet och hos husdjuren. Och vi vill minska fiskeflottan och f&amp;ouml;rb&amp;auml;ttra fiskev&amp;aring;rden.&lt;/p&gt;

Milj&amp;ouml;m&amp;aring;lsr&amp;aring;det konstaterar att det finns ett ”genomf&amp;ouml;randeunderskott” och att det br&amp;aring;dskar med intensifierat arbete om man ska kunna n&amp;aring; m&amp;aring;len eller &amp;aring;tminstone ha gjort det man b&amp;ouml;r g&amp;ouml;ra f&amp;ouml;r att f&amp;aring; s&amp;aring; stor m&amp;aring;luppfyllelse att generationsm&amp;aring;let ska anses kunna uppfyllas. Sex av m&amp;aring;len bed&amp;ouml;ms vara m&amp;ouml;jliga ”att n&amp;aring; inom tidsramen om ytterligare &amp;aring;tg&amp;auml;rder s&amp;auml;tts in”. Hela nio m&amp;aring;l klassas som ”mycket sv&amp;aring;rt att n&amp;aring; eller inte m&amp;ouml;jligt att n&amp;aring; inom tidsramen &amp;auml;ven om ytterligare &amp;aring;tg&amp;auml;rder s&amp;auml;tts in”. F&amp;ouml;r bara ett av dessa nio – Bara naturlig f&amp;ouml;rsurning – bed&amp;ouml;mer r&amp;aring;det att utvecklingsriktningen f&amp;ouml;r tillst&amp;aring;ndet i milj&amp;ouml;n &amp;auml;r positiv. &lt;/p&gt;

R&amp;aring;det konstaterar att de nya &amp;aring;tg&amp;auml;rder som f&amp;ouml;resl&amp;aring;s kommer att kr&amp;auml;va &amp;ouml;kade statliga insatser p&amp;aring; 5–10 miljarder kronor per &amp;aring;r. Om inte kostnadseffektiva &amp;aring;tg&amp;auml;rder som skatter och avgifter anv&amp;auml;nds &amp;ouml;kar kostnaderna f&amp;ouml;r staten. Detta har redan orsakat os&amp;auml;kerhet i de myndigheter, regioner och kommuner som arbetar med milj&amp;ouml;m&amp;aring;len, vilket bl.a. Naturskyddsf&amp;ouml;reningen vittnat om. Det har ocks&amp;aring; f&amp;ouml;ranlett Milj&amp;ouml;m&amp;aring;lsr&amp;aring;dets ordf&amp;ouml;rande att rikta en svidande kritik mot regeringens hantering av milj&amp;ouml;m&amp;aring;lsarbetet och avg&amp;aring; i protest. Milj&amp;ouml;ministern har avf&amp;auml;rdat kritiken som partipolitik och d&amp;auml;rmed helt missat allvaret i kritiken.&lt;/p&gt;

Vi anser dock att det &amp;auml;r orimligt att &amp;ouml;ka statens utgifter f&amp;ouml;r att n&amp;aring; m&amp;aring;len med 5–10 miljarder p&amp;aring; ett &amp;aring;r. Myndigheterna klarar inte av att p&amp;aring; ett effektivt s&amp;auml;tt &amp;ouml;ka sin verksamhet s&amp;aring; snabbt. Samtidigt &amp;auml;r det viktigt att p&amp;aring;b&amp;ouml;rja uppbyggnaden redan i &amp;aring;r. Vidare utg&amp;ouml;r en del av utgifterna omf&amp;ouml;rdelning av pengar fr&amp;aring;n andra satsningar, s&amp;auml;rskilt inom landsbygdsprogrammet.&lt;/p&gt;

Det &amp;auml;r ocks&amp;aring; viktigt att tidigt uppm&amp;auml;rksamma f&amp;ouml;r&amp;auml;ndringar i milj&amp;ouml;n som kan tyda p&amp;aring; nya problem eller tidigare ok&amp;auml;nda samband. &lt;/p&gt;

Flera utredningar har visat p&amp;aring; problemen hos Naturv&amp;aring;rdsverket (t.ex. RiR 2006:2, SOU 2008:62). I korthet har olika regeringar lagt p&amp;aring; myndigheten en m&amp;auml;ngd tunga utredningsuppdrag och tunga insatser inom EU, utan att anpassa medelstilldelningen d&amp;auml;refter. Den senaste utredningen f&amp;ouml;resl&amp;aring;r att f&amp;ouml;rvaltningsanslaget &amp;ouml;kar. Milj&amp;ouml;partiet delar den uppfattningen. D&amp;auml;remot delar vi inte utredningens uppfattning att detta ska finansieras genom att sakanslaget minskar i motsvarande m&amp;aring;n. Vi f&amp;ouml;resl&amp;aring;r en &amp;ouml;kning av anslaget till Naturv&amp;aring;rdsverket p&amp;aring; 20 miljoner kronor 2009–2011 f&amp;ouml;r att kompensera f&amp;ouml;r de ut&amp;ouml;kade arbetsuppgifterna. Tillsammans med satsningarna inom ramen f&amp;ouml;r de &amp;aring;tg&amp;auml;rder som f&amp;ouml;resl&amp;aring;s f&amp;ouml;r att n&amp;aring; milj&amp;ouml;m&amp;aring;len inneb&amp;auml;r detta att Naturv&amp;aring;rdsverket 2009 f&amp;ouml;resl&amp;aring;s f&amp;aring; 107 miljoner kronor mer &amp;auml;n i regeringens f&amp;ouml;rslag. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Anslaget f&amp;ouml;r &amp;aring;tg&amp;auml;rder f&amp;ouml;r biologisk m&amp;aring;ngfald skulle som n&amp;auml;mnts beh&amp;ouml;va h&amp;ouml;jas redan nu f&amp;ouml;r att kompensera f&amp;ouml;r &amp;ouml;kande markpriser. Dessutom beh&amp;ouml;ver takten h&amp;ouml;jas f&amp;ouml;r att n&amp;aring; nuvarande milj&amp;ouml;m&amp;aring;l. Tillsammans blir det en h&amp;ouml;jning av anslaget med 813 miljoner kronor 2009, 1&amp;nbsp;206 miljoner kronor 2010 och 1&amp;nbsp;735 miljoner kronor 2011.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen har minskat anslaget till sanering av f&amp;ouml;rorenade omr&amp;aring;den trots att den medgett att problemen &amp;auml;r fler och allvarligare &amp;auml;n tidigare uppskattat. Detta &amp;auml;r till men f&amp;ouml;r b&amp;aring;de verksamheten, de orter som hotas av l&amp;auml;ckande milj&amp;ouml;gifter och de f&amp;ouml;retag som arbetar med sanering. Det &amp;auml;r viktigt att beh&amp;aring;lla takten i saneringsarbetet. Skeppsvrak som f&amp;ouml;rorenar eller riskerar att f&amp;ouml;rorena omr&amp;aring;den i hav och sj&amp;ouml; beh&amp;ouml;ver ocks&amp;aring; saneras. B&amp;aring;da tekniska och administrativa hinder har h&amp;auml;mmat en angel&amp;auml;gen sanering. Milj&amp;ouml;partiet vill utvidga anslaget f&amp;ouml;r sanering av f&amp;ouml;rorenade omr&amp;aring;den till att uttryckligen ocks&amp;aring; omfatta havs- och sj&amp;ouml;omr&amp;aring;den. F&amp;ouml;r att vidareutveckla och p&amp;aring;skynda detta arbete vill vi &amp;ouml;ka anslaget f&amp;ouml;r sanering och &amp;aring;terst&amp;auml;llande av f&amp;ouml;rorenade omr&amp;aring;den med 50 miljoner kronor. Sammantaget blir det en h&amp;ouml;jning j&amp;auml;mf&amp;ouml;rt med regeringens f&amp;ouml;rslag med 100 miljoner kronor 2009 och 50 miljoner kronor 2010 och 2011.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Ocks&amp;aring; Kemikalieinspektionen har drabbats av att ha f&amp;aring;tt nya uppgifter – inte minst ett tungt arbete mot EU och nu genomf&amp;ouml;randet av Reach. Dessutom beh&amp;ouml;ver kommuner mer och tydligare tillsynsv&amp;auml;gledning. F&amp;ouml;r de uppgifterna f&amp;ouml;resl&amp;aring;r vi &amp;ouml;kade anslag p&amp;aring; 30 miljoner kronor per &amp;aring;r 2009–2011. Tillsammans med satsningarna inom ramen f&amp;ouml;r de &amp;aring;tg&amp;auml;rder som f&amp;ouml;resl&amp;aring;s f&amp;ouml;r att n&amp;aring; milj&amp;ouml;m&amp;aring;len inneb&amp;auml;r detta att Kemikalieinspektionens anslag &amp;ouml;kas med 70 miljoner kronor &amp;aring;rligen. &lt;/p&gt;

D&amp;auml;rf&amp;ouml;r f&amp;ouml;resl&amp;aring;r vi en &amp;ouml;kning p&amp;aring; 17 miljoner kronor per &amp;aring;r 2009–2011. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;&amp;Auml;ven om vi &amp;auml;r tveksamma till ett s&amp;auml;rskilt havsmilj&amp;ouml;anslag, har vi till skillnad fr&amp;aring;n f&amp;ouml;rra &amp;aring;ret valt att i likhet med regeringen redovisa havsrelaterade utgifter under ett s&amp;aring;dant anslag. Ut&amp;ouml;ver direkta milj&amp;ouml;m&amp;aring;lsrelaterade f&amp;ouml;rslag vill vi inf&amp;ouml;ra en s&amp;auml;rskild skrotningspremie f&amp;ouml;r tv&amp;aring;taktsmotorer. Bakgrunden &amp;auml;r att mer &amp;auml;n en fj&amp;auml;rdedel av Sveriges ca 720 000 fritidsb&amp;aring;tar bed&amp;ouml;ms ha motorer med l&amp;aring;g verkningsgrad och d&amp;aring;lig f&amp;ouml;rbr&amp;auml;nning. De enkla tv&amp;aring;taktsmotorer som hittills dominerat bland fritidsb&amp;aring;tarnas utombordsmotorer kan via avgaserna sl&amp;auml;ppa ut upp&amp;aring;t en tredjedel av br&amp;auml;nslet i of&amp;ouml;rbr&amp;auml;nt skick, och ungef&amp;auml;r h&amp;auml;lften av det hamnar direkt i vattnet d&amp;auml;r det orsakar stora skador f&amp;ouml;r vattenlivet. Vi f&amp;ouml;resl&amp;aring;r 50 miljoner kronor per &amp;aring;r 2009, 2010 och 2011 f&amp;ouml;r en skrotningspremie f&amp;ouml;r gamla tv&amp;aring;taktsmotorer med h&amp;ouml;ga utsl&amp;auml;pp. Villkor f&amp;ouml;r att f&amp;aring; premien p&amp;aring; 500 kronor per motor blir att det &amp;auml;r en fungerande tv&amp;aring;taktsmotor som byts in vid k&amp;ouml;p av en ny milj&amp;ouml;anpassad motor och att s&amp;auml;ljaren har ett bra s&amp;auml;tt att skrota de gamla motorerna. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens satsning p&amp;aring; ”h&amp;aring;llbara st&amp;auml;der” har i och f&amp;ouml;r sig vissa f&amp;ouml;rtj&amp;auml;nster. Det r&amp;auml;cker dock inte till f&amp;ouml;r att fullt ut ers&amp;auml;tta det tidigare klimatinvesteringsprogrammet. Vi tycker att Klimp har varit framg&amp;aring;ngsrikt och att det ska drivas vidare och utvecklas. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Bilproducenter och k&amp;ouml;pare av nya bilar i Sverige har varit f&amp;ouml;r l&amp;aring;ngsamma med att anpassa sig till klimathotet. Skattereglerna har styrt f&amp;ouml;retagens ink&amp;ouml;p av nya fordon till s&amp;auml;rskilt t&amp;ouml;rstiga bilar. Dessa dominerar n&amp;aring;gra &amp;aring;r senare andrahandsmarknaden.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;M&amp;aring;nga bil&amp;auml;gare som vill g&amp;aring; &amp;ouml;ver till f&amp;ouml;rnybara br&amp;auml;nslen har inte r&amp;aring;d att k&amp;ouml;pa nya bilar. Utbudet av begagnade bilar som g&amp;aring;r att k&amp;ouml;ra p&amp;aring; f&amp;ouml;rnybara drivmedel &amp;auml;r begr&amp;auml;nsat. En &amp;ouml;kning av antalet bilar som kan k&amp;ouml;ra p&amp;aring; f&amp;ouml;rnybara drivmedel ger ett b&amp;auml;ttre underlag f&amp;ouml;r utbyggnaden av distributionsn&amp;auml;tet. Det ger ocks&amp;aring; en st&amp;ouml;rre acceptans f&amp;ouml;r andra klimat&amp;shy;politiska &amp;aring;tg&amp;auml;rder inom och utanf&amp;ouml;r transportsektorn, som &amp;ouml;kade skatter p&amp;aring; utsl&amp;auml;pp av koldioxid. Milj&amp;ouml;partiet f&amp;ouml;resl&amp;aring;r d&amp;auml;rf&amp;ouml;r att 120 miljoner kronor per &amp;aring;r 2009–2011 anvisas till st&amp;ouml;d f&amp;ouml;r konvertering av bilar.&lt;/p&gt;
    &lt;h2 class="heading&amp;nbsp;2,Beslutrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;3.5&amp;#9;&lt;/span&gt;Kov&amp;auml;ndning i klimatpolitiken&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;M&amp;aring;nga f&amp;ouml;retag, regeringar och andra akt&amp;ouml;rer vill hellre investera i utsl&amp;auml;ppsminskningar i utvecklingsl&amp;auml;nder &amp;auml;n p&amp;aring; hemmaplan eftersom det &amp;auml;r billigare. Ett s&amp;auml;tt &amp;auml;r att investera i klimatprojekt i u-l&amp;auml;nder genom den s&amp;aring; kallade Clean Development Mechanism (CDM) varp&amp;aring; man i utbyte f&amp;aring;r ett antal nya utsl&amp;auml;ppsr&amp;auml;tter. En s&amp;aring;dan m&amp;ouml;jlighet finns inom EU:s system f&amp;ouml;r handel med utsl&amp;auml;ppsr&amp;auml;tter. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I princip handlar det om att k&amp;ouml;pa sig ett st&amp;ouml;rre utsl&amp;auml;ppsutrymme &amp;auml;n vad man annars skulle ha enligt tilldelning och &amp;aring;taganden. Ett s&amp;aring;dant beteende motverkar sj&amp;auml;lva m&amp;aring;let med utsl&amp;auml;ppshandeln, att minska utsl&amp;auml;ppen i det egna landet och inom EU. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sverige har tidigare haft en avvaktande h&amp;aring;llning till CDM. Man har insett att systemet &amp;auml;r mycket os&amp;auml;kert och har stora brister. Sveriges deltagande har uttryckligen syftat till att &amp;aring;stadkomma f&amp;ouml;rb&amp;auml;ttringar i systemet. De projekt som Sverige &amp;auml;nd&amp;aring; har investerat i har varit f&amp;aring; och investeringarna f&amp;ouml;rh&amp;aring;llandevis sm&amp;aring;. De utsl&amp;auml;ppsr&amp;auml;tter man f&amp;aring;tt har inte anv&amp;auml;nts. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Den borgerliga regeringen f&amp;ouml;resl&amp;aring;r nu en &amp;auml;ndring av Sveriges f&amp;ouml;rh&amp;aring;llningss&amp;auml;tt till CDM. M&amp;ouml;jligheterna att g&amp;ouml;ra utsl&amp;auml;ppsminskningar i andra l&amp;auml;nder ska utnyttjas fullt ut. Anslaget till investeringar i CDM och liknande projekt f&amp;ouml;resl&amp;aring;s mer &amp;auml;n femdubblas, utan att man anger n&amp;aring;gon begr&amp;auml;nsning f&amp;ouml;r hur mycket utsl&amp;auml;ppsr&amp;auml;tter som ska anskaffas p&amp;aring; det s&amp;auml;ttet, eller hur det ska anv&amp;auml;ndas. I EU arbetar regeringen f&amp;ouml;r att &amp;ouml;ka m&amp;ouml;jligheterna att utnyttja CDM inom utsl&amp;auml;ppshandeln.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Milj&amp;ouml;partiet anser att regeringens kov&amp;auml;ndning vad g&amp;auml;ller CDM &amp;auml;r oroande. Den underminerar det n&amp;ouml;dv&amp;auml;ndiga arbetet med att minska utsl&amp;auml;ppen, b&amp;aring;de p&amp;aring; hemmaplan, inom EU och globalt. De utsl&amp;auml;ppsr&amp;auml;tter som Sverige tilldelas genom de CDM-projekt regeringen investerar i b&amp;ouml;r makuleras en g&amp;aring;ng f&amp;ouml;r alla. De b&amp;ouml;r inte anv&amp;auml;ndas f&amp;ouml;r att ge Sverige ett st&amp;ouml;rre utsl&amp;auml;ppsutrymme idag eller n&amp;aring;gon g&amp;aring;ng i framtiden. Regeringen b&amp;ouml;r verka f&amp;ouml;r att m&amp;auml;ngd CDM som ”l&amp;auml;cker” in i handelssystemet begr&amp;auml;nsas kraftigt: Utsl&amp;auml;ppshandeln inom EU b&amp;ouml;r sk&amp;auml;rpas genom att tilldelningen av utsl&amp;auml;ppsr&amp;auml;tter minskar till en niv&amp;aring; motsvarande en minskning av EU:s inhemska drivhusgasutsl&amp;auml;pp med minst 30 procent till &amp;aring;r 2020. Vidare b&amp;ouml;r regeringen genomf&amp;ouml;ra en ordentlig utv&amp;auml;rdering av CDM och utveckla andra s&amp;auml;tt att bidra till verkliga utsl&amp;auml;ppsminskningar och h&amp;aring;llbar utveckling i utvecklingsl&amp;auml;nder.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I v&amp;aring;r budgetmotion f&amp;ouml;resl&amp;aring;r Milj&amp;ouml;partiet en rad andra &amp;aring;tg&amp;auml;rder f&amp;ouml;r att minska v&amp;aring;ra utsl&amp;auml;pp av v&amp;auml;xthusgaser. &lt;/p&gt;

Den ekonomiska utvecklingen &amp;ouml;kar ocks&amp;aring; efterfr&amp;aring;gan p&amp;aring; dessa produkter. Detta har gett en v&amp;auml;lkommen f&amp;ouml;rb&amp;auml;ttring av de ekonomiska villkoren f&amp;ouml;r m&amp;aring;nga jord- och skogsbrukare, vilket delvis bidragit till &amp;ouml;kande markpriser. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Milj&amp;ouml;m&amp;aring;lsr&amp;aring;det presenterade som n&amp;auml;mnts i mars 2008 den f&amp;ouml;rdjupade utv&amp;auml;rderingen vars budskap sammanfattas i rapportens titel: Nu &amp;auml;r det br&amp;aring;ttom! Arbetet f&amp;ouml;r att n&amp;aring; m&amp;aring;len beh&amp;ouml;ver intensifieras, och r&amp;aring;det f&amp;ouml;resl&amp;aring;r en rad nya &amp;aring;tg&amp;auml;rder. De areella n&amp;auml;ringarna jordbruk, skogsbruk och fiske har stor p&amp;aring;verkan p&amp;aring; flera av milj&amp;ouml;m&amp;aring;len och f&amp;ouml;ruts&amp;auml;ttningarna f&amp;ouml;r att n&amp;aring; dem. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Varken Sverige eller EU lyckats med m&amp;aring;let att hejda f&amp;ouml;rlusten av biologisk m&amp;aring;ngfald, vilket i sin tur kan medf&amp;ouml;ra ett hot mot jordbruket p&amp;aring; l&amp;aring;ng sikt. Dessutom har l&amp;auml;nderna kring &amp;Ouml;stersj&amp;ouml;n enats om en relativt ambiti&amp;ouml;s plan f&amp;ouml;r &amp;Ouml;stersj&amp;ouml;ns milj&amp;ouml;. Denna kommer att f&amp;aring; konsekvenser f&amp;ouml;r b&amp;aring;de jordbruket, skogsbruket och fisket.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringens politik har inte anpassats till de nya villkoren. Jordbrukspolitiken m&amp;aring;ste i v&amp;auml;sentligt h&amp;ouml;gre utstr&amp;auml;ckning handla om att integrera milj&amp;ouml;h&amp;auml;nsyn i jordbruket. P&amp;aring; vissa punkter vill regeringen i st&amp;auml;llet minska milj&amp;ouml;styrningen i nuvarande st&amp;ouml;dsystem. Trots att regeringen s&amp;auml;ger sig f&amp;ouml;redra naturv&amp;aring;rdsavtal som instrument f&amp;ouml;r skydd av skogen blir det i praktiken en neddragning genom att h&amp;auml;nsyn inte tas till kostnads&amp;ouml;kningen. Trots att ekologisk produktion inom jordbruket inte h&amp;aring;llit samma takt som &amp;ouml;kningen av konsumentefterfr&amp;aring;gan drar regeringen ned st&amp;ouml;det till ekologisk produktion. Trots att allt fler inser att &amp;ouml;verkapacitet i fiskeflottan &amp;auml;r en grundl&amp;auml;ggande orsak till rovfisket i v&amp;aring;ra hav undviker regeringen att satsa p&amp;aring; skrotning av fartyg.&lt;/p&gt;

Forskning om ekologiskt h&amp;aring;llbara odlingssystem b&amp;ouml;r utvecklas, s&amp;aring; att odling i h&amp;ouml;gre utstr&amp;auml;ckning sker med kunskap om biologiska system och deras begr&amp;auml;nsningar.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Budgetm&amp;auml;ssigt inneb&amp;auml;r ett mer h&amp;aring;llbart brukande framf&amp;ouml;r allt omf&amp;ouml;rdelningar inom landsbygdsprogrammet. Det f&amp;aring;r dock ocks&amp;aring; konsekvenser f&amp;ouml;r vissa andra anslag.&lt;/p&gt;

Skogs&amp;auml;gare kr&amp;auml;ver ocks&amp;aring; mer r&amp;aring;dgivning fr&amp;aring;n myndigheterna, samtidigt som otydliga krav anses vara ett sk&amp;auml;l till att de olagliga avverkningarna s&amp;auml;llan beivras. Sedan paragraf 30, den enda i skogsv&amp;aring;rdslagen som handlar direkt om natur&amp;shy;h&amp;auml;nsyn, inf&amp;ouml;rdes 1994 har ingen f&amp;auml;llts f&amp;ouml;r brott mot den. Skogsstyrelsen beh&amp;ouml;ver f&amp;ouml;rtydliga kraven p&amp;aring; naturh&amp;auml;nsyn. F&amp;ouml;r detta arbete och ut&amp;ouml;kat arbete med biotopskydd och naturv&amp;aring;rdsavtal f&amp;ouml;resl&amp;aring;r Milj&amp;ouml;partiet en h&amp;ouml;jning av anslaget till Skogs&amp;shy;styrelsen med 50 miljoner kronor 2009, 2010 och 2011. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Pris&amp;ouml;kningen f&amp;ouml;r skog och skogsmark g&amp;ouml;r att anslaget f&amp;ouml;r biotopskydd och natur&amp;shy;v&amp;aring;rdsavtal skulle beh&amp;ouml;va &amp;ouml;ka med storleksordningen 40 procent fr&amp;aring;n 2006, bara f&amp;ouml;r att beh&amp;aring;lla samma takt i &amp;ouml;kning av skyddet som r&amp;aring;dde det &amp;aring;ret. Milj&amp;ouml;m&amp;aring;lsr&amp;aring;dets rapport visar i sin tur att takten skulle beh&amp;ouml;va &amp;ouml;ka f&amp;ouml;r att n&amp;aring; det &amp;ouml;vergripande m&amp;aring;let om att hejda f&amp;ouml;rlusten av biologisk m&amp;aring;ngfald. M&amp;aring;nga skogs&amp;auml;gare drabbades s&amp;auml;rskilt h&amp;aring;rt av stormarna Gudrun och Per f&amp;ouml;r att de &lt;span style="letter-spacing: -0.1pt;"&gt;valde att inte ha f&amp;ouml;rs&amp;auml;kring mot s&amp;aring;dana skador. Det ligger i skogs&amp;auml;gande f&amp;ouml;retags intresse att &amp;aring;terplantera sin skog. Milj&amp;ouml;partiet anser det inte vara motiverat med ett generellt statligt st&amp;ouml;d till skogs&amp;auml;gares nyplanteringar efter stormarna. D&amp;auml;remot finns flera sk&amp;auml;l att efterstr&amp;auml;va en st&amp;ouml;rre inblandning av l&amp;ouml;vskog i den nya skog som planteras. Milj&amp;ouml;partiet anser att &amp;aring;terplanteringsst&amp;ouml;det b&amp;ouml;r begr&amp;auml;nsas till merkostnaden av l&amp;ouml;vskogsinblandning j&amp;auml;&lt;/span&gt;mf&amp;ouml;rt med &amp;aring;terplantering av barrtr&amp;auml;d. Sammantaget blir det en h&amp;ouml;jning av anslagen f&amp;ouml;r insatser f&amp;ouml;r &lt;span style="letter-spacing: -0.2pt;"&gt;skogsbruket med 40 miljoner kronor 2009, 120 miljoner kronor 2010 och 120 &lt;/span&gt;mil&amp;shy;joner kronor 2011. &lt;/p&gt;

F&amp;ouml;r att b&amp;ouml;rja genomf&amp;ouml;ra en del av Milj&amp;ouml;m&amp;aring;lsr&amp;aring;dets f&amp;ouml;rslag avseende framf&amp;ouml;r allt odlad m&amp;aring;ngfald och husdjursgenetiska resurser f&amp;ouml;resl&amp;aring;r vi &amp;ouml;kningar av anslagen till Jordbruksverket med 14 miljoner kronor 2009, 2010 och 2011. Flertalet andra &amp;aring;tg&amp;auml;rder inom jordbruket f&amp;ouml;r att n&amp;aring; milj&amp;ouml;m&amp;aring;len finansieras genom andra anslag och genom omf&amp;ouml;rdelningar inom landsbygdsprogrammet.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I &amp;aring;kerlandskapet riskerar sm&amp;aring;biotoperna, artikedomen och f&amp;ouml;rekomsten av hotade arter att minska. Milj&amp;ouml;m&amp;aring;lsr&amp;aring;det p&amp;aring;pekar att arters m&amp;ouml;jlighet till anpassning till klimatf&amp;ouml;r&amp;auml;ndring f&amp;ouml;rsv&amp;aring;ras. F&amp;ouml;r att motverka detta har r&amp;aring;det f&amp;ouml;reslagit ett nytt delm&amp;aring;l avseende &amp;aring;kerlandskapet och en rad &amp;aring;tg&amp;auml;rder, bl.a. ut&amp;ouml;kat st&amp;ouml;d till biotr&amp;auml;da (m&amp;aring;ngfaldstr&amp;auml;da), information och uppf&amp;ouml;ljning. F&amp;ouml;r att kunna b&amp;ouml;rja genomf&amp;ouml;ra en del av Milj&amp;ouml;m&amp;aring;lsr&amp;aring;dets f&amp;ouml;rslag avseende m&amp;aring;let den biologiska m&amp;aring;ngfalden och kulturmilj&amp;ouml;&amp;shy;v&amp;auml;rdena i &amp;aring;kermark f&amp;ouml;resl&amp;aring;r vi en &amp;ouml;kning av anslagen till &amp;aring;tg&amp;auml;rder f&amp;ouml;r landsbygdens milj&amp;ouml; och struktur p&amp;aring; 113 miljoner kronor 2009, 153 miljoner kronor 2010 och 168 miljoner kronor 2011. &lt;/p&gt;
    &lt;h3 class="heading&amp;nbsp;3,Mellanrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.2.4&amp;#9;&lt;/span&gt;Ekologiskt lantbruk&lt;/h3&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det ekologiska lantbruket bidrar till att n&amp;aring; flera milj&amp;ouml;m&amp;aring;l. Dessutom bidrar det till att bevara markens produktivitet p&amp;aring; sikt. Regeringen har slopat det s&amp;auml;rskilda anslaget f&amp;ouml;r st&amp;ouml;d till det ekologiska lantbruket. Pengarna f&amp;ouml;rdes till andra budgetposter. Det st&amp;aring;r nu klart att st&amp;ouml;det till det ekologiska lantbruket i praktiken har minskats med mer &amp;auml;n h&amp;auml;lften, om &amp;auml;n p&amp;aring; ett osynligt s&amp;auml;tt. Dessutom har villkoren f&amp;ouml;r st&amp;ouml;det f&amp;ouml;rs&amp;auml;mrats. Inom landsbygdsprogrammet har dessutom flera f&amp;ouml;r&amp;auml;ndringar av villkoren f&amp;ouml;r ers&amp;auml;ttningen till ekologisk produktion lett till kraftiga minskningar av utbetalningarna till ekost&amp;ouml;det. Vidare &amp;auml;r niv&amp;aring;erna f&amp;ouml;r st&amp;ouml;d till ekologisk produktion i allm&amp;auml;nhet l&amp;aring;ga, s&amp;auml;rskilt i f&amp;ouml;rh&amp;aring;llande till kraftigt h&amp;ouml;jda marknadspriser f&amp;ouml;r konventionella produkter. Allt detta bidrar till att ekologisk produktion inte utvecklas i samma takt som efterfr&amp;aring;gan, vilket i sin tur leder b&amp;aring;de till on&amp;ouml;diga pris&amp;ouml;kningar f&amp;ouml;r konsumenter och uteblivna marknads&amp;shy;andelar f&amp;ouml;r svenska jordbrukare. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Milj&amp;ouml;partiet vill inf&amp;ouml;ra ett omst&amp;auml;llningsst&amp;ouml;d till certifierad ekologisk produktion. Det beh&amp;ouml;vs f&amp;ouml;r att delvis t&amp;auml;cka extrakostnader som nya maskiner, sk&amp;ouml;rdebortfall under oml&amp;auml;ggningsperioden, kostnader f&amp;ouml;r certifiering, m.m. Det statliga st&amp;ouml;det till certifierat ekologiskt lantbruk och omst&amp;auml;llning till ekologisk produktion beh&amp;ouml;ver &amp;ouml;kas. N&amp;auml;r mer pengar fr&amp;aring;n landsbygdsprogrammet blir tillg&amp;auml;ngligt f&amp;ouml;r st&amp;ouml;d till biologisk m&amp;aring;ngfald och andra milj&amp;ouml;h&amp;auml;nsyn b&amp;ouml;r st&amp;ouml;det till det ekologiska lantbruket &amp;ouml;ka. Vidare b&amp;ouml;r regeringen g&amp;ouml;ra en &amp;ouml;versyn av ers&amp;auml;ttningsniv&amp;aring;er till certifierade producenter. &lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Pengar f&amp;ouml;rs &amp;ouml;ver fr&amp;aring;n anslag 1:21 Konkurrenskraftig jordbrukssektor och 1:25 Milj&amp;ouml;f&amp;ouml;rb&amp;auml;ttrande &amp;aring;tg&amp;auml;rder i jordbruket till ett s&amp;auml;rskilt anslag. 1:33 &amp;Aring;tg&amp;auml;rder f&amp;ouml;r att fr&amp;auml;mja ekologisk produktion och omst&amp;auml;llningsst&amp;ouml;d. Det anslaget ut&amp;ouml;kas till 43 miljoner kronor 2009, 51 miljoner kronor 2010 och 54 miljoner kronor 2011. &lt;/p&gt;
    &lt;h3 class="heading&amp;nbsp;3,Mellanrubrik" style="background-color: #ffffff; background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.2.5&amp;#9;&lt;/span&gt;Fiske&lt;/h3&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;EU:s jordbrukskommission&amp;auml;r Joe Borg har i ett brev till kommissionskollegor nyligen kommit med en svidande kritik mot EU:s fiskeripolitik. Borg sl&amp;aring;r fast att en av grundorsakerna till problemet &amp;auml;r en &amp;ouml;verdimensionerad flotta. Den ger &amp;ouml;kat tryck p&amp;aring; fiskebest&amp;aring;ndet, &amp;ouml;kade kontrollproblem, &amp;ouml;kat tryck p&amp;aring; politiker att f&amp;ouml;ra en ansvarsl&amp;ouml;s politik och d&amp;aring;lig l&amp;ouml;nsamhet f&amp;ouml;r fiskare. Borg klagar &amp;ouml;ver att medlemsstaterna inte utnyttjar de m&amp;ouml;jligheter som finns inom den gemensamma fiskeripolitiken f&amp;ouml;r att med EU-st&amp;ouml;d minska flottorna. EU-st&amp;ouml;det fordrar ocks&amp;aring; nationell medfinansiering. Borgs kritik tr&amp;auml;ffar ocks&amp;aring; Sverige. Vi f&amp;ouml;resl&amp;aring;r, i likhet med tidigare &amp;aring;r, mer pengar till skrotning av fiskefartyg samtidigt som det nationella kvotf&amp;ouml;rdelningsinstrumentet ska anv&amp;auml;ndas f&amp;ouml;r att gynna det sm&amp;aring;skaliga och kustn&amp;auml;ra fisket p&amp;aring; det storskaliga l&amp;aring;ngv&amp;auml;ga fiskets bekostnad. Skrotningsbidragen b&amp;ouml;r inriktas p&amp;aring; det sistn&amp;auml;mnda segmentet. Anslaget f&amp;ouml;r strukturst&amp;ouml;d till fisket &amp;ouml;kas med 8 miljoner kronor per &amp;aring;r 2009–2011.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det finns ett stort, eftersatt behov av &amp;ouml;kad fiskev&amp;aring;rd. &amp;Aring;tg&amp;auml;rder f&amp;ouml;r fiskev&amp;aring;rd bedrivs ofta i samarbete med organisationer och aktiva enskilda. De bidrar till ett b&amp;auml;ttre friluftsliv och b&amp;auml;ttre f&amp;ouml;ruts&amp;auml;ttningar f&amp;ouml;r turism, samtidigt som de ocks&amp;aring; bidrar till uppfyllelsen av milj&amp;ouml;m&amp;aring;len. Vi f&amp;ouml;resl&amp;aring;r en &amp;ouml;kning av anslaget till fiskev&amp;aring;rd med 10 miljoner kronor per &amp;aring;r 2009–2011.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;I tidigare budgetar har regeringen skrivit att Sveriges linje i internationella f&amp;ouml;rhandlingar om fiskekvoter ska vara att den vetenskapliga r&amp;aring;dgivningen ska f&amp;ouml;ljas. Borg skriver i sitt brev till EU-kommissionen hur ministerr&amp;aring;det systematiskt avvikit fr&amp;aring;n forskarnas rekommendationer och vilka f&amp;ouml;r&amp;ouml;dande effekter det har f&amp;aring;tt f&amp;ouml;r Europas fiskebest&amp;aring;nd. I &amp;aring;rets budget har den tidigare tydliga skrivningen mjukats upp. I st&amp;auml;llet f&amp;ouml;r att st&amp;ouml;dja den linje som EU-kom&amp;shy;mis&amp;shy;sion&amp;shy;&amp;auml;ren Borg nu uttrycker vill jordbruks&amp;shy;ministern och regeringen nu ha &amp;auml;nnu friare h&amp;auml;nder att f&amp;ouml;rhandla fram fiskeriavtal som bryter mot forskarnas r&amp;aring;d. Riksdagen b&amp;ouml;r tillk&amp;auml;nnage f&amp;ouml;r regeringen som sin mening att Sveriges linje i de internationella f&amp;ouml;rhandlingarna ang&amp;aring;ende fiskekvoter ska vara i enlighet med den biologiska r&amp;aring;dgivningen fr&amp;aring;n Ices.&lt;/p&gt;

Milj&amp;ouml;partiet anser att det beh&amp;ouml;vs &amp;ouml;ronm&amp;auml;rkta medel f&amp;ouml;r s&amp;aring;dan &lt;span style="letter-spacing: -0.1pt;"&gt;forskning. Milj&amp;ouml;m&amp;aring;lsr&amp;aring;det har vidare f&amp;ouml;reslagit att medel ansl&amp;aring;s till forskningsr&amp;aring;det f&amp;ouml;r milj&amp;ouml;, areella n&amp;auml;ringar och samh&amp;auml;llsbyggande (Formas) f&amp;ouml;r forskning om odlad m&amp;aring;ngfald. Milj&amp;ouml;partiet f&amp;ouml;resl&amp;aring;r i v&amp;aring;r budgetmotion att 100 &lt;/span&gt;mil&amp;shy;joner kronor per &amp;aring;r 2009–2011 &amp;ouml;verf&amp;ouml;rs fr&amp;aring;n anslaget S&amp;auml;rskilda utgifter inom universitet och h&amp;ouml;gskolor m.m. f&amp;ouml;r praktik p&amp;aring; h&amp;ouml;gskolan till Formas. Samman&amp;shy;taget f&amp;ouml;&lt;span style="letter-spacing: -0.1pt;"&gt;resl&amp;aring;r vi att anslaget till Formas &amp;ouml;kas med 122 miljoner kro&lt;/span&gt;nor 2009, 123 miljoner kronor 2010 och 125 miljoner kronor 2011. Vidare b&amp;ouml;r ett m&amp;aring;l in&amp;shy;f&amp;ouml;ras f&amp;ouml;r Sveriges lantbruksuniversitet, SLU, att redovisa hur man kunskaps&amp;shy;f&amp;ouml;rs&amp;ouml;rjer det ekologiska lantbruket, ekologiska livsmedelsf&amp;ouml;retag, eko&amp;shy;lo&amp;shy;giska handelsakt&amp;ouml;rer och konsumentorganisationer.&lt;/p&gt;
