    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Regeringen har genomdrivit nedl&amp;auml;ggningar av ett antal myndigheter och kraftigt minskade anslag till andra. Detta motiveras p&amp;aring; olika s&amp;auml;tt, fr&amp;auml;mst utifr&amp;aring;n en ekonomisk effektivitetssynpunkt. Regeringens val av myndigheter uppvisar dock en tydlig ideologisk agenda. Det &amp;auml;r till exempel myndigheter som arbetar med kunskapsutveckling kring och politikuppf&amp;ouml;ljning av f&amp;ouml;r arbetstagare viktiga fr&amp;aring;gest&amp;auml;llningar (Arbetslivsinstitutet) eller som kan ha ett arbetstagarperspektiv p&amp;aring; fr&amp;aring;gor om arbetsmilj&amp;ouml;, s&amp;auml;kerhet och v&amp;auml;lbefinnande p&amp;aring; arbetsplatsen (Arbetsmilj&amp;ouml;verket), som drabbats. Regeringen har dock inte visat n&amp;aring;gra planer p&amp;aring; en &amp;ouml;versyn av de myndigheter som bedriver sin verksamhet utifr&amp;aring;n helt andra utg&amp;aring;ngspunkter. S&amp;auml;rskilt anm&amp;auml;rkningsv&amp;auml;rd &amp;auml;r de dubbla standarder som uppenbarligen g&amp;auml;ller regeringens syn p&amp;aring; myndigheters opinionsbildande arbete. Den 21 december 2006 meddelade kommun- och finansmarknadsminister Mats Odell i samband med tills&amp;auml;ttandet av en ny utredning, att myndigheter ”i f&amp;ouml;r stor utstr&amp;auml;ckning till&amp;aring;tits bedriva opinionsbildning” och att det skulle beh&amp;ouml;vas ”tydligare gr&amp;auml;nser f&amp;ouml;r vad som b&amp;ouml;r vara myndighetsuppgifter och vad som b&amp;ouml;r vara f&amp;ouml;rbeh&amp;aring;llet den politiska och allm&amp;auml;nna opinionsbildningen eller marknadsekonomin”. Samtidigt har regeringen gett uttryckliga opinionsbildande uppdrag till myndigheter, och uppmuntrar f&amp;ouml;rekommande s&amp;aring;dan verksamhet, d&amp;auml;r budskapet emottages med gl&amp;auml;dje. Exempelvis g&amp;auml;ller detta Konjunkturinstitutet, f&amp;ouml;r vilket det enligt finansminister Anders Borg &amp;auml;r ”positivt att de har synpunkter p&amp;aring; ekonomisk och finansiell politik” (SvD 070907).&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Den roll som konjunkturinstitutet p&amp;aring; senare tid har tagit sig, som opinionsbildande kommentator av politiska f&amp;ouml;rslag och beslut, genomf&amp;ouml;rs utifr&amp;aring;n ett strikt marknadsliberalt nationalekonomiskt perspektiv. Ett s&amp;auml;rskilt anm&amp;auml;rkningsv&amp;auml;rt omr&amp;aring;de &amp;auml;r myndighetens upptagenhet med begrepp som j&amp;auml;mviktsarbetsl&amp;ouml;shet, vilket st&amp;aring;r i bj&amp;auml;rt kontrast till synen p&amp;aring; arbetsl&amp;ouml;shetsbek&amp;auml;mpning som den ekonomiska politikens viktigaste m&amp;aring;l. De prognoser som myndigheten g&amp;ouml;r om den framtida ekonomiska utvecklingen vilar tungt p&amp;aring; modeller som &amp;auml;r, och syftar till att vara, kraftigt politiskt laddade, utan att detta problematiseras. Det &amp;auml;r modeller som regeringen f&amp;ouml;ljer i sin definition av full syssels&amp;auml;ttning. Konjunkturinstitutet framst&amp;aring;r mot bakgrund av detta som &amp;auml;nnu en vakthund f&amp;ouml;r en nyliberalt inspirerad ekonomisk politik.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;En viktig del av myndighetens arbete handlar om att f&amp;ouml;lja upp l&amp;auml;get i svensk ekonomi genom v&amp;auml;letablerade enk&amp;auml;tunders&amp;ouml;kningar till f&amp;ouml;retag och hush&amp;aring;ll. Detta och andra statistiska k&amp;auml;rnuppgifter &amp;auml;r viktiga och v&amp;auml;rdefulla. De b&amp;ouml;r forts&amp;auml;tta, och utvecklas, men kan med f&amp;ouml;rdel &amp;ouml;verf&amp;ouml;ras till Statistiska centralbyr&amp;aring;n.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Vi menar d&amp;auml;rf&amp;ouml;r att Konjunkturinstitutet b&amp;ouml;r avvecklas per den 1 juli 2009. Relevanta statistikinsamlingsuppgifter flyttas till Statistiska centralbyr&amp;aring;n. Under 2009 uppkommer avvecklingskostnader, varf&amp;ouml;r anslaget f&amp;ouml;r 2009 endast dras ned med 25 miljoner kronor j&amp;auml;mf&amp;ouml;rt med regeringens f&amp;ouml;rslag.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Statistiska centralbyr&amp;aring;n, SCB&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Bred, h&amp;ouml;gkvalitativ, samlad och l&amp;auml;ttillg&amp;auml;nglig statistik &amp;auml;r av stor betydelse f&amp;ouml;r samh&amp;auml;llsf&amp;ouml;rvaltningen och f&amp;ouml;r en utvecklande, demokratisk samh&amp;auml;llsdebatt. SCB:s verksamhet b&amp;ouml;r v&amp;auml;rnas. V&amp;auml;nsterpartiet avvisar de besparingar p&amp;aring; SCB som regeringen vill g&amp;ouml;ra f&amp;ouml;r att finansiera det finanspolitiska r&amp;aring;det och f&amp;ouml;r makroekonomiskt prognosarbete i Konjunkturinstitutet. Till f&amp;ouml;ljd av den ovan f&amp;ouml;reslagna avvecklingen av Konjunkturinstitutet flyttas vissa nya statistikuppgifter till SCB. Anslaget f&amp;ouml;r SCB b&amp;ouml;r med anledning av detta &amp;ouml;ka med 12 miljoner kronor 2009 och d&amp;auml;refter med 25 miljoner kronor &amp;aring;rligen. Den l&amp;aring;ga l&amp;ouml;neomr&amp;auml;kningen riskerar att sl&amp;aring; mot SCB:s statistikinsamling. Myndigheten b&amp;ouml;r kompenseras med 10 miljoner kronor f&amp;ouml;r att fortsatt kunna genomf&amp;ouml;ra sina uppgifter p&amp;aring; ett tillfredsst&amp;auml;llande s&amp;auml;tt.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Finanspolitiska r&amp;aring;det&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det finanspolitiska r&amp;aring;det har tillsatts av regeringen f&amp;ouml;r att ”&amp;aring;rligen f&amp;ouml;lja upp och granska m&amp;aring;luppfyllelsen inom den ekonomiska politiken” och ”utv&amp;auml;rdera kvaliteten i regeringens analysram f&amp;ouml;r den ekonomiska politiken”. R&amp;aring;det passar v&amp;auml;l in i det f&amp;ouml;rh&amp;aring;llningss&amp;auml;tt till den ekonomiska politiken som slog igenom i b&amp;ouml;rjan 1990-talet och som den nuvarande h&amp;ouml;gerregeringen st&amp;aring;r s&amp;auml;rskilt fast f&amp;ouml;rankrad i. En rad institutionella inslag minskar de folkvaldas m&amp;ouml;jligheter att f&amp;ouml;ra en ekonomisk politik f&amp;ouml;r full syssels&amp;auml;ttning och bidrar samtidigt till en allm&amp;auml;n ekonomisk utveckling d&amp;auml;r l&amp;ouml;ntagarnas positioner p&amp;aring; arbetsmarknaden f&amp;ouml;rsvagas till f&amp;ouml;rm&amp;aring;n f&amp;ouml;r arbetsgivarnas.&lt;/p&gt;
    &lt;p class="Normal&amp;nbsp;Indent,Normal_indrag,Normal&amp;nbsp;Indrag" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;Det finns goda sk&amp;auml;l att anta att det finanspolitiska r&amp;aring;det blir ytterligare ett organ som ska kl&amp;auml; regeringens h&amp;ouml;gerpolitik i ett falskt vetenskapligt skimmer. Den sn&amp;auml;va ekonomiska teoribildning som ligger till grund f&amp;ouml;r mycket av dagens etablerade ekonomisk-politiska debatt har uppenbara ideologiska utg&amp;aring;ngspunkter som borde vara f&amp;ouml;rem&amp;aring;l f&amp;ouml;r en problematiserande samh&amp;auml;llsdebatt, snarare &amp;auml;n att ytterligare bef&amp;auml;stas i myndighetsform. Finanspolitiska r&amp;aring;det b&amp;ouml;r uppl&amp;ouml;sas med omedelbar verkan.&lt;/p&gt;
    &lt;h1 class="heading&amp;nbsp;1" style="background-color: #ffffff; background-color: #ffffff;"&gt;Finansinspektionen&lt;/h1&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; background-color: #ffffff; word-break-inside: hyphenate;"&gt;V&amp;auml;nsterpartiet ser ett behov av att ut&amp;ouml;ka Finansinspektionens ram. Finansinspektionen har under l&amp;aring;ng tid f&amp;aring;tt nya arbetsuppgifter men alltf&amp;ouml;r l&amp;aring;ga resurstillskott. Dessutom befinner vi oss i en situation med finansiell oro som bidrar ytterligare till att s&amp;auml;kerst&amp;auml;lla resurser f&amp;ouml;r Finansinspektionens arbete. Behovet av en effektiv finansiell tillsyn &amp;auml;r oerh&amp;ouml;rt stort och ut&amp;ouml;kade resurser f&amp;ouml;r Finansinspektionen i dess arbete kan ocks&amp;aring; skapa en &amp;ouml;kad trygghet. Finansinspektionens arbete f&amp;ouml;r att &amp;ouml;vervaka f&amp;ouml;retagen p&amp;aring; finansmarknaden har &amp;auml;ven betydelse f&amp;ouml;r konsumentskyddet. En ut&amp;ouml;kning av anslaget b&amp;ouml;r ocks&amp;aring; underl&amp;auml;tta f&amp;ouml;r Finansinspektionen att kunna anst&amp;auml;lla erforderlig personal. Regeringens uppr&amp;auml;kning av anslaget bed&amp;ouml;mer vi som inte tillr&amp;auml;ckligt eftersom det &amp;auml;ven omfattar nya arbetsuppgifter och en &amp;aring;terbetalning av en tidigare tidsbegr&amp;auml;nsad kompensation under 2008. V&amp;auml;nsterpartiet f&amp;ouml;resl&amp;aring;r d&amp;auml;rf&amp;ouml;r en uppr&amp;auml;kning av Finansinspektionens anslag med 10 miljoner kronor.&lt;/p&gt;
