    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;All offentlig makt utg&amp;aring;r fr&amp;aring;n folket och folkets representanter &amp;auml;r de till riksdagen valda ledam&amp;ouml;terna. Milj&amp;ouml;partiets inst&amp;auml;llning &amp;auml;r att de funktioner i samh&amp;auml;llet som beh&amp;ouml;ver garanteras en konstitutionell sj&amp;auml;lvst&amp;auml;ndighet skall vila under riksdagen och d&amp;auml;rmed folkets direkta styrning. S&amp;aring; har under senare tid skett d&amp;aring; Riksrevisionen och Riksbanken f&amp;ouml;rlagts under riksdagen, och vi vill g&amp;aring; vidare och f&amp;ouml;rl&amp;auml;gga en ny n&amp;auml;mnd f&amp;ouml;r skyddet av enskildas integritet under riksdagen. Denna n&amp;auml;mnd skall kontrollera allt anv&amp;auml;ndande av s&amp;aring; kallade hemliga tv&amp;aring;ngsmedel i Sverige. Under riksdagen lyder ocks&amp;aring; Riksdagens ombudsm&amp;auml;n – JO. Tillsammans med Justitiekanslern, &amp;auml;r detta organ en av de funktioner som allm&amp;auml;nheten kan v&amp;auml;nda sig till f&amp;ouml;r att f&amp;aring; den offentliga makt&amp;shy;ut&amp;ouml;vningen granskad. Milj&amp;ouml;partiet vill att de tillf&amp;ouml;rs extra resurser.&lt;/p&gt;
    &lt;p class="Normal&amp;#160;Indent,Normal_indrag,Normal&amp;#160;Indrag" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sverige har en egen ursprungsbefolkning – samerna. De utg&amp;ouml;r tillsammans med judar, sverigefinnar, tornedalingar och romer dessutom v&amp;aring;ra nationella minoriteter. Sverige har konventionsgrundade skyldigheter att v&amp;auml;rna dessa minoriteter och att st&amp;auml;rka deras st&amp;auml;llning. &amp;Aring;tg&amp;auml;rder m&amp;aring;ste omedelbart vidtas, inte bara f&amp;ouml;r att undg&amp;aring; internationell kritik, utan &amp;auml;ven f&amp;ouml;r att exempelvis det sydsamiska spr&amp;aring;ket annars riskerar att f&amp;ouml;rsvinna eller f&amp;ouml;r att den romska minoriteten riskerar att bli fast i ett stigmatiserat utanf&amp;ouml;rskap. De nationella minoriteterna f&amp;ouml;rpliktar!&lt;/p&gt;
    &lt;p class="Normal&amp;#160;Indent,Normal_indrag,Normal&amp;#160;Indrag" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;L&amp;auml;nsstyrelserna utg&amp;ouml;r statens f&amp;ouml;rl&amp;auml;ngda arm i landet och har en viktig roll som samordnare av m&amp;aring;nga av de av riksdag och regering uppsatta m&amp;aring;len och riktlinjerna f&amp;ouml;r politikomr&amp;aring;dena i statsbudgeten. L&amp;auml;nsstyrelserna ut&amp;ouml;var d&amp;auml;rtill en mycket viktig regional tillsyn. Milj&amp;ouml;partiet vill – till skillnad fr&amp;aring;n regeringen – st&amp;auml;rka l&amp;auml;nsstyrelsernas st&amp;auml;llning.&lt;/p&gt;

Det &amp;auml;r viktigt att med kraft kunna bek&amp;auml;mpa dessa. En anslagsf&amp;ouml;rst&amp;auml;rkning f&amp;ouml;resl&amp;aring;s d&amp;auml;rf&amp;ouml;r. JK har &amp;auml;ven en viktig funktion som v&amp;auml;rnare f&amp;ouml;r meddelarfrihet och yttrandefrihet i arbetslivet. F&amp;ouml;r att kunna st&amp;auml;rka skyddet f&amp;ouml;r dessa r&amp;auml;ttigheter f&amp;ouml;resl&amp;aring;s ocks&amp;aring; en anslagsst&amp;auml;rkning. Milj&amp;ouml;partiet f&amp;ouml;resl&amp;aring;r att 1 miljon kronor ansl&amp;aring;s ut&amp;ouml;ver vad regeringen f&amp;ouml;resl&amp;aring;r.&lt;/p&gt;

    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;Ett helt nytt anslag – 46:6 – f&amp;ouml;resl&amp;aring;s inr&amp;auml;ttas f&amp;ouml;r en helt ny n&amp;auml;mnd under riksdagen: Integritetsskyddsn&amp;auml;mnden. I departementssstencilen Hemliga tv&amp;aring;ngsmedel m.m. under en st&amp;auml;rkt parlamentarisk kontroll (Ds 2005:53) har f&amp;ouml;reslagits att kontrollen &amp;ouml;ver hur polis och &amp;aring;klagare anv&amp;auml;nder hemliga tv&amp;aring;ngsmedel vid utredning av brott och dylikt, skall hanteras av en parlamentariskt sammansatt n&amp;auml;mnd under regeringen. Milj&amp;ouml;partiet har i arbetet med utredningen f&amp;ouml;reslagit att n&amp;auml;mnden skall placeras under riksdagen, i likhet med JO, Riksbanken och Riksdagens revisorer – allt f&amp;ouml;r att garantera st&amp;ouml;rsta m&amp;ouml;jliga sj&amp;auml;lvst&amp;auml;ndighet. N&amp;auml;mnden skall ut&amp;ouml;va systemtillsyn och tillsyn p&amp;aring; individuell basis. N&amp;auml;mnden skall kunna tillerk&amp;auml;nna enskilda skadest&amp;aring;nd, f&amp;ouml;r att de felaktigt f&amp;aring;tt sin integritet kr&amp;auml;nkt. Vi f&amp;ouml;resl&amp;aring;r d&amp;auml;rf&amp;ouml;r att 5 miljoner kronor ansl&amp;aring;s till detta nya organs verksamhet.&lt;/p&gt;
    &lt;h2 class="heading&amp;#160;2,Beslutrubrik" style="background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.3&amp;#9;&lt;/span&gt;&lt;a id="_Toc155577702" name="_Toc155577702"&gt;&lt;/a&gt;&lt;a id="_Toc155693344" name="_Toc155693344"&gt;&lt;/a&gt;St&amp;ouml;d till de nationella minoriteterna&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;Sverige har av Europar&amp;aring;det f&amp;aring;tt kraftig kritik f&amp;ouml;r att inte ha fullgjort sina &amp;aring;taganden r&amp;ouml;rande sky&lt;span style="letter-spacing: -0.1pt;"&gt;ddet och st&amp;auml;rkandet av v&amp;aring;ra nationella minoriteter. Kriti&lt;/span&gt;ken har bland annat handlat om att skyddet av de samiska spr&amp;aring;ken, romani och sverigefinska, f&amp;ouml;rs&amp;auml;mrats samt att skyddet av de nationella minoriteternas kulturarv brister. Kritik har dessutom riktats f&amp;ouml;r att f&amp;ouml;r f&amp;aring; aktiva &amp;aring;tg&amp;auml;rder vidtagits f&amp;ouml;r att v&amp;auml;rna de nationella minoriteterna.&lt;/p&gt;
    &lt;p class="Normal&amp;#160;Indent,Normal_indrag,Normal&amp;#160;Indrag" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;I utredningen Att &amp;aring;terta mitt spr&amp;aring;k – &amp;aring;tg&amp;auml;rder f&amp;ouml;r att st&amp;auml;rka det samiska spr&amp;aring;ket (SOU 2006:19) har ett flertal konkreta f&amp;ouml;rslag f&amp;ouml;r att fylla Sveriges internationella &amp;aring;taganden l&amp;auml;mnats. Detsamma har skett i bet&amp;auml;nkandet R&amp;auml;tten till mitt spr&amp;aring;k – f&amp;ouml;rst&amp;auml;rkt minoritetsskydd (SOU 2005:40). Ett genomf&amp;ouml;rande av aktuella f&amp;ouml;rslag som n&amp;auml;mns i SOU 2005:40 har kostnadsber&amp;auml;knats till 74&amp;nbsp;miljoner kronor och inom ramen f&amp;ouml;r SOU 2006:19 till &amp;ouml;ver 70 miljoner kronor, men kostnaderna &amp;auml;r till st&amp;ouml;rsta delen h&amp;auml;nf&amp;ouml;rliga till andra utgiftsomr&amp;aring;den &amp;auml;n utgiftsomr&amp;aring;de 1. F&amp;ouml;r att genomf&amp;ouml;ra de delar som ber&amp;ouml;rs av utgiftsomr&amp;aring;de 1 ber&amp;auml;knas 5 miljoner kronor beh&amp;ouml;va tas i anspr&amp;aring;k. Det handlar bland annat om att ut&amp;ouml;ka f&amp;ouml;rvaltningsomr&amp;aring;dena f&amp;ouml;r sverigefinska, att inf&amp;ouml;ra en nationell minoritetslagstiftning, att st&amp;auml;rka r&amp;auml;tten till modersm&amp;aring;lsundersvisning och att ge ett omedelbart st&amp;ouml;d f&amp;ouml;r undervisning i sydsamiska.&lt;/p&gt;

    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;I f&amp;ouml;rra &amp;aring;rets budgetmotion gjordes en tv&amp;aring;&amp;aring;rig satsning f&amp;ouml;r en generationsv&amp;auml;xling, f&amp;ouml;r personer f&amp;ouml;dda p&amp;aring; 1930- och 1940-talen, inom den statliga sektorn. Motsvarande 65,5 miljoner kronor avsattes f&amp;ouml;r &amp;aring;r 2007 f&amp;ouml;r l&amp;auml;nsstyrelsernas del. Den nya regeringen f&amp;ouml;resl&amp;aring;r nu att den del som avser &amp;aring;r 2007 avskaffas, motsvarande 65,5 miljoner kronor. Ett flertal l&amp;auml;nsstyrelser har redan reagerat mot detta och har skrivit till regeringen med beg&amp;auml;ran om att de skall f&amp;aring; beh&amp;aring;lla de avsatta medlen. Detta d&amp;aring; de bland annat redan har anst&amp;auml;llt personal f&amp;ouml;r att genomf&amp;ouml;ra generationsv&amp;auml;xlingen. Det &amp;auml;r enligt v&amp;aring;r mening orimligt att s&amp;aring; drastiskt f&amp;ouml;r&amp;auml;ndra f&amp;ouml;ruts&amp;auml;ttningarna f&amp;ouml;r l&amp;auml;nsstyrelsernas arbete, som regeringen nu f&amp;ouml;resl&amp;aring;r. Det inneb&amp;auml;r dessutom att ett flertal personer, som precis anst&amp;auml;llts och som beh&amp;ouml;vs ytterligt v&amp;auml;l inom l&amp;auml;nsstyrelserna, kommer att s&amp;auml;gas upp. Milj&amp;ouml;partiet anser d&amp;auml;rf&amp;ouml;r att 65,5 miljoner kronor skall tillf&amp;ouml;ras, allt i enlighet med tidigare beslut av riksdagen.&lt;/p&gt;
    &lt;h3 class="heading&amp;#160;3,Mellanrubrik" style="background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.4.2&amp;#9;&lt;/span&gt;&lt;a id="_Toc155577705" name="_Toc155577705"&gt;&lt;/a&gt;&lt;a id="_Toc155693347" name="_Toc155693347"&gt;&lt;/a&gt;Ett regionalt ansvar f&amp;ouml;r tillsyn och kunskapsbildning r&amp;ouml;rande m&amp;auml;ns v&amp;aring;ld mot kvinnor&lt;/h3&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;Milj&amp;ouml;partiet anser vidare att l&amp;auml;nsstyrelserna b&amp;ouml;r f&amp;aring; ett &amp;ouml;kat uppdrag, d&amp;auml;ribland en samordnad roll bland annat vad g&amp;auml;ller kartl&amp;auml;ggningar och &amp;ouml;kad tillsyn p&amp;aring; omr&amp;aring;det m&amp;auml;ns v&amp;aring;ld mot kvinnor, samt att arbeta med bland annat fortbildningar och kunskaps&amp;shy;utveckling inom socialtj&amp;auml;nsten ang&amp;aring;ende v&amp;aring;ldsutsatta kvinnor gentemot kommunerna. Detta &amp;auml;r i enlighet med f&amp;ouml;rslag som framf&amp;ouml;rts i rapporten M&amp;auml;ns v&amp;aring;ldsut&amp;ouml;vande – barns upplevelser, fr&amp;aring;n N&amp;auml;ringsdepartementet och bet&amp;auml;nkandet Socialstyrelsens st&amp;ouml;d till v&amp;aring;ldsutsatta kvinnor (SOU 2006:65). Satsningen kan ber&amp;auml;knas motsvara 10 miljoner kronor.&lt;/p&gt;
    &lt;h3 class="heading&amp;#160;3,Mellanrubrik" style="background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.4.3&amp;#9;&lt;/span&gt;&lt;a id="_Toc155577706" name="_Toc155577706"&gt;&lt;/a&gt;&lt;a id="_Toc155693348" name="_Toc155693348"&gt;&lt;/a&gt;Satsning f&amp;ouml;r f&amp;ouml;rb&amp;auml;ttrad milj&amp;ouml;tillsyn&lt;/h3&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;L&amp;auml;nsstyrelserna ut&amp;ouml;var tillsyn &amp;ouml;ver milj&amp;ouml;farlig verksamhet enligt milj&amp;ouml;balken och har som ett led i detta getts i uppdrag att se &amp;ouml;ver befintliga tillst&amp;aring;nd, f&amp;ouml;r att om m&amp;ouml;jligt sk&amp;auml;rpa kraven i tillst&amp;aring;nden. Detta arbete kr&amp;auml;ver resurser som inte finns. De b&amp;ouml;r d&amp;auml;rf&amp;ouml;r tillf&amp;ouml;ras resurser motsvarande minst 10 miljoner kronor.&lt;/p&gt;
    &lt;h3 class="heading&amp;#160;3,Mellanrubrik" style="background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.4.4&amp;#9;&lt;/span&gt;&lt;a id="_Toc155577707" name="_Toc155577707"&gt;&lt;/a&gt;&lt;a id="_Toc155693349" name="_Toc155693349"&gt;&lt;/a&gt;L&amp;auml;nsstyrelserna skall ta fram regionala omst&amp;auml;llningsprogram&lt;/h3&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;L&amp;auml;nsstyrelserna f&amp;aring;r 2007 ett samordningsansvar att samla f&amp;ouml;retag, universitet, landsting och kommuner f&amp;ouml;r att ta fram regionala omst&amp;auml;llningsprogram i syfte att avskaffa olje&amp;shy;beroendet med en arbetsmodell liknande de regionala tillv&amp;auml;xtprogrammen. Kostnaden f&amp;ouml;r detta ber&amp;auml;knas till en halv tj&amp;auml;nst per l&amp;auml;nsstyrelse &amp;agrave; 500&amp;nbsp;000 kronor. Totalt kostar detta 10 miljoner kronor.&lt;/p&gt;
    &lt;h2 class="heading&amp;#160;2,Beslutrubrik" style="background-color: #ffffff;"&gt;&lt;span class="upcast-HEADINGNUMBER"&gt;4.5&amp;#9;&lt;/span&gt;&lt;a id="_Toc155577708" name="_Toc155577708"&gt;&lt;/a&gt;&lt;a id="_Toc155693350" name="_Toc155693350"&gt;&lt;/a&gt;Riksdagens ombudsm&amp;auml;n – JO&lt;/h2&gt;
    &lt;p class="Normal,BeslutDnr" style="background-color: #ffffff; word-break-inside: hyphenate;"&gt;JO-&amp;auml;mbetet tyngs av en st&amp;auml;ndigt &amp;ouml;kande &amp;auml;rendem&amp;auml;ngd, best&amp;aring;ende av alltfler remisser, enskilda anm&amp;auml;lningar och inspektioner. Dessutom har riksdagen sedan tidigare dragit in hela anslagssparandet. V&amp;auml;ntetiden f&amp;ouml;r enskilda f&amp;ouml;r att f&amp;aring; sina anm&amp;auml;lningar avklarade f&amp;ouml;rl&amp;auml;ngs. Detta &amp;auml;r inte rimligt. Mot den bakgrunden f&amp;ouml;resl&amp;aring;s en ut&amp;ouml;kning av anslaget med 2 miljoner kronor, motsvarande &amp;aring;tminstone tre heltidstj&amp;auml;nster som f&amp;ouml;redragande.&lt;/p&gt;
