Interpellation 2015/16:563 Minoriteternas överlevnad i Irak

FN:s särskilda rapportör för minoriteters rättigheter, Rita Izsák-Ndiaye, har nyligen kommit med slutsatser om Iraks minoriteters situation i en särskild rapport. De minoritetsgrupper som berörs är assyrier/syrianer, bahaier, faili-kurder, yarsanier, mandéer, shabaker, turkmener, yazidier and zoroastrier.

Rapportören konstaterade om minoriteterna att “they feel targeted, marginalized and unprotected” och därmed att Iraks regering “must come in the form of legal, policy and institutional protection frameworks with immediate and concrete measures to ensure their security, dignity, rights and equality”. Hon pekade på att detta beror på “years of marginalization, conflict, ethnic and religious tensions, and recent terrorism, communities seem to have lost trust in each other and in the Government”.

Rapportören uppmanade omvärlden och därmed även Sverige att arbeta för att behålla Iraks unika kulturella arv och mångfald. ”All international partners should, within their response and recovery planning, give greater consideration to the situation, needs and intentions of minorities and consider programmes targeted towards them, and in full consultation with them, that go beyond humanitarian assistance to consider longer-term requirements to achieve sustainable solutions that allow them to live in safety and dignity.“

Den svenska regeringen har hittills varit kallt inställd till att stötta Iraks minoriteter – en inställning som bidrar till minoriterernas hotande utrotning i regionen. 

Mot bakgrund av ovanstående vill jag fråga statsrådet Isabella Lövin:

 

Kan regeringen mot bakgrund av FN:s rapportörs rapport tänka sig riktat bistånd till Iraks minoriteter?

På vilket sätt stöttar regeringen specifikt och särskilt Iraks utsatta minoriteter?

Kan regeringen, mot bakgrund av att minoriteterna har lågt förtroende för myndigheter, tänka sig att slussa stöd direkt till de utsatta minoriteterna?
